The court emphasised that newspaper reports and social media broadcasts cannot form the basis for directing the transfer of a criminal investigation. It further observed that a court of law cannot order the transfer of a statutory investigation based on newspaper headlines or viral videos circulating on digital platforms.

The court further observed that the State police had already apprehended nine accused, collected material evidence, and secured their judicial remand. It held that invoking the court's extraordinary jurisdiction to seek transfer of the investigation solely on the basis of unverified media reports amounted to a clear deviation from the purpose of such jurisdiction. Accordingly, the writ petition was dismissed.

The petition was filed by Tirupur-based advocate J Balasubramani, seeking transfer of the investigation into the case registered by the Triplicane Police over the alleged attempt to poach a TVK MLA from Uthangarai to the CBI.

The petitioner contended that the FIR ought to have been registered by the Uthangarai Police, as the alleged offence was stated to have occurred within its territorial jurisdiction. He alleged that registration of the case at the D1 Triplicane Police Station in Chennai was driven by political convenience rather than territorial jurisdiction.

The petition further stated that, under the DVAC manual, the Directorate of Vigilance and Anti-Corruption (DVAC) is the competent agency to investigate offences under the Prevention of Corruption Act, 1988, and to inquire into complaints relating to bribery, corruption, and allied misconduct by public servants.

The petitioner sought transfer of the investigation from the Triplicane Police to the CBI for a fresh, comprehensive, and independent probe. He contended that the case involved allegations affecting the integrity of the democratic process and therefore warranted an independent investigation. The plea also sought an interim stay on the ongoing investigation into the alleged attempt to bribe the TVK MLA.

During the hearing, Advocate General Vijay Narayan submitted that the State police had promptly taken cognisance of the offence and arrested nine individuals. He submitted that the investigation was supported by strong evidence, including audio and video recordings, and that several key accused had been remanded to judicial custody.

He further submitted that the investigation was progressing at an impressive pace and that, based on the petitioner's unverified assertions, there was no justification for transferring the investigation to the CBI at this stage.

West Jones Road to be restored by July 20: Metro Water

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Saidapet,Chennai Metro Water,West Jones Road</media:keywords>

Chennai Metro Water Supply and Sewerage Board (CMWSSB)

Chennai Metro Water Supply and Sewerage Board (CMWSSB)

CHENNAI: Metro Water has clarified that the repair works on West Jones Road in Saidapet, which led to traffic congestion, have been completed and that road restoration will be finished before July 20.

The clarification came in response to a report published in DT Next titled 'Metro Water works choke traffic on West Jones Road in Saidapet'.

According to Metro Water, the excavation was undertaken after a road cave-in was reported at the location. Shaji's counsel sought exemption from his personal appearance, stating that he was undergoing physiotherapy for a back ailment, and requested permission for him to participate in the proceedings through video conference. The counsel also informed the court that an appeal challenging the Madras High Court's order had been filed before the Supreme Court.

Rejecting the plea, the judge observed that the Madras High Court had specifically directed Shaji to appear before the trial court on July 16, but he had failed to do so. The court dismissed the exemption petition and reissued the NBW against him.

According to the prosecution, Shaji, allegedly driving under the influence of alcohol and without a valid driving licence, rammed his car onto the pavement near Egmore Children's Hospital on May 22, 2013, killing a 12-year-old boy and injuring four others.

The trial court convicted him on June 29 under Section 304 Part II and four counts of Section 308 of the Indian Penal Code, besides offences under the Motor Vehicles Act. However, he did not appear when the judgment was pronounced. The court then dismissed his plea for exemption from personal appearance, issued an NBW and directed the police to secure his presence for the hearing on the quantum of sentence.

Challenging the warrant, Shaji approached the Madras High Court, citing his back ailment and ongoing physiotherapy. Justice D Bharatha Chakravarthy recalled the NBW and directed him to appear before the trial court without fail on July 16. As he again failed to appear, the trial court reissued the non-bailable warrant after rejecting his latest request to attend the proceedings virtually.

Chennai power shutdown live updates: Check when electricity supply will be cut in your area

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>power supply,Power shutdown,Electricity,Chennai</media:keywords>

Representative Image

CHENNAI: Tangedco schedules power shutdowns across parts of the city regularly to carry out routine maintenance and infrastructure improvement works.

Electricity supply remains suspended for a few hours in affected areas and is restored once the maintenance process is completed. The cumulative increase since May 15 stands at nearly Rs 7.5 per litre.

The increase varies across cities due to differences in local taxes.

Petrol rates (per litre) in Chennai across last 5 days:

July 17 - Rs 107.77

July 16 - Rs 107.77

July 15 - Rs 107.77

July 14 - Rs 107.77

July 13 - Rs 107.77

Diesel rates (per litre) in Chennai across last 5 days:

July 17 - Rs 99.55

July 16 - Rs 99.55

July 15 - Rs 99.55

July 14 - Rs 99.55

July 13 - Rs 99.55

Feeding spots for stray dogs expanded to 40 sans standard operating procedure

<atom:author><atom:name>Agencies</atom:name><atom:uri>/api/author/2371161</atom:uri></atom:author>

<media:keywords></media:keywords>

Image of feeding stray dogs

CHENNAI: Nearly seven months after introducing designated feeding areas for community dogs following Supreme Court directions, the Greater Chennai Corporation (GCC) has expanded the network of authorised feeding spots across the city to 40 locations spread across all 15 zones.

According to the latest list prepared by the Corporation’s Veterinary Department, the designated feeding spots have been identified across 15 zones with several zones having multiple locations.

The network now covers areas including Royapuram, Kolathur, Anna Nagar, Teynampet, Koyambedu, Besant Nagar, Tiruvanmiyur, Perungudi, Palavakkam, Neelangarai, Thoraipakkam, Karapakkam and Sholinganallur, among others.

The GCC had initially notified only eight designated feeding locations in December 2025 after the Supreme Court directed urban local bodies to earmark specific places for feeding community dogs. At the time, the Corporation had said it planned to establish at least two such feeding areas in every zone.

While the expansion has substantially increased the number of authorised feeding locations, implementation remains uneven. Boards identifying the designated feeding spots have been installed only at select locations. None of the feeding spots currently has a dedicated shelter or covered structure, a demand both feeders and residents have been asking.

The civic body is yet to finalise a standard operating procedure (SOP) for the facilities. The absence of widespread awareness has also meant that many animal feeders continue to place food along roadsides instead of using the designated locations, defeating the purpose of concentrating feeding activities at identified spots.

GCC Veterinary Officer J Kamal Hussain said that the Corporation would identify more feeding locations in the coming months and was currently focusing on installing signboards at all designated sites. “We’ve briefly communicated with feeders and the general public, but a detailed SOP on how the feeding spots should be used and maintained is yet to be drafted,” he said.

The Corporation was also discussing whether covered shelters should be developed at the feeding zones to prevent littering and improve upkeep. “So far, we have advised feeders to keep the designated spots clean and avoid littering,” the official added.

“We fear how the locality will be if people come and feed dogs here. Just stating the feeders should take care of littering will not suffice, GCC has to act on it,” said a resident from Anna Nagar 18th Main Road.

Chennai Citizen Connect: Fear grips staff and visitors at dilapidated Potheri VAO office

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Potheri,Visitors,staff</media:keywords>

Potheri VAO office in Maraimalai Nagar Municipality in a precarious condition, (R) broken portion of the ceiling.

Potheri VAO office in Maraimalai Nagar Municipality in a precarious condition, (R) broken portion of the ceiling.

A Revenue Department official said that the condition of the building has already been brought to the notice of the government agency responsible for maintaining public buildings, and hopes that repair works will be taken up soon

CHENNAI: The VAO office in Potheri is in a bad shape, leaving government staff working under constant fear, and the public hesitant to enter the building for essential services.

The Potheri VAO office is located within the Maraimalai Nagar Municipality and witnesses a steady flow of visitors every day.

Residents visit the office for a range of government services, including patta and chitta documents, community, birth and income certificates, as well as applications for old-age pension, widow pension and other welfare schemes.

The building was constructed about 12 years ago with Kattankulathur Panchayat Union funds and has served as the VAO office since 2016. When we reached out to other communities through our network, we realised the problem was widespread,” said Harsha Koda, co-founder of FOMRRA.

The federation said it had compiled reports from dozens of apartment communities across the OMR corridor, noting that the issue extends well beyond a single neighbourhood. As a child, she would compose tunes for hymns from her school diary, unaware that it would one day lead her to a career in film music.

Today, the city-based composer, vocalist and music producer has added another milestone to her journey.

She has been recognised by both the Asia Book of Records and the India Book of Records for holding the maximum number of music credits by an individual in a Tamil feature film.

The recognition comes for her work in the Tamil film Rail, which is currently streaming on Amazon Prime Video. For the film, Jananiy took on 10 different musical roles, something usually shared by an entire music department. "I did not plan to set a record.

I simply wanted to do justice to the film and its music. Over the years, I have always been interested not just in composing music, but also in music production, arrangements and singing. That naturally helped me take on different responsibilities for the film," she says.

For Rail, she worked as the film composer, music producer, music arranger, orchestrator, vocal producer, conductor, recording engineer, mixing engineer, playback singer and multi-instrumentalist. Jananiy's association with the film began when director Bhaskar Sakthi approached her to compose its music. The two have collaborated on several projects over the years. The film, which was initially titled Vadakkan, was later renamed Rail.

The soundtrack features five songs across different genres. One of them, Poo Pookudhu, is a Tamil folk melody that Jananiy herself sang. “One of the biggest challenges was adapting to the dialect and folk nuances of Theni. Another track, Olagam Kadaisi Vara, is a philosophical number sung by veteran singer Deva. Oliyadadhu is based on the Carnatic raga Anandabhairavi and was composed during the film's recording stage. The soundtrack also includes a folk song sung by Antony Dasan and an oppari song, for which I altered my voice to resemble that of an elderly grandmother.”

One of the highlights of the project was recording with the Bulgarian National Radio Symphony Orchestra in Sofia. Jananiy travelled to Bulgaria to conduct and record the orchestral sessions live, while the songs were mastered in London. "It was a wonderful experience working with musicians from another country. Music has no language and it was exciting to see a Tamil independent film bring together talent from different parts of the world," she tells us.

A national award recipient and a voting member of the Recording Academy for the Grammy Awards, Jananiy continues to explore both Indian and Western classical traditions in her work.

She says her openness to learning has helped her grow as a musician over the years. “I am in talks for several film projects as a music director and am also working on a multi-genre Tamil music album featuring 10 songs in collaboration with internationally acclaimed musicians, orchestras and Indian playback singers,” she concludes.

Chennai Corporation conducts safety audits, child protection awareness growing global academic footprint as Zanzibar President Hussein Ali Mwinyi urged graduates to ensure that technological breakthroughs remain anchored in ethics and social responsibility while the institute showcased the rapid expansion of its first overseas campus in East Africa.

Addressing the 63rd Convocation as the chief guest, President Mwinyi said the graduating class was stepping into a world being reshaped by artificial intelligence, robotics, biotechnology and quantum technologies, where the true test of innovation would lie in its ability to advance society.

“Every great innovation presents humanity with a choice. It can deepen inequality or expand opportunity. It can divide communities or unite them. That choice belongs not to technology itself, but to those who create it. Students can shape a world driven by purpose rather than technology alone,” he added.

The convocation saw 3,518 degrees, including 511 PhDs, conferred on 3,106 students. The institute also unveiled the layout of the IIT Madras Zanzibar campus, India’s first international IIT, marking another milestone in its global outreach.

Describing IIT Madras as a global benchmark in engineering education, Mwinyi said the institute’s strength extended beyond research excellence to its ability to translate ideas into enterprises, employment and practical solutions. He said the Zanzibar campus symbolised a partnership founded on the belief that knowledge should transcend borders, bringing together students from India, Tanzania and several African nations under a shared pursuit of excellence.

Board of Governors Chairman Pawan Goenka said that the presence of the President Mwinyi at the convocation reflected the deepening partnership between India and Tanzania in higher education. Highlighting IIT Madras’s ecosystem, he added, “The institute has nurtured more than 560 startups with a combined valuation exceeding Rs 74,000 crore and produced globally recognised deep-tech ventures such as Agnikul Cosmos, GalaxEye and Ather Energy. This campus does not merely produce graduates and publish papers. On the same day, Umashankar, Kalaiselvi and other officials inspected the spot.

Residents on the 4th Main Road had told our correspondent that they had unknowingly consumed foul-smelling water for a week and later discovered the well was heavily contaminated by the stagnant pool, which is fed by illegal grey water discharge from buildings on both sides of the Metro Water alignment, specifically along the 4th Main Road of VGN Nagar and the 1st Main Road of Ashok Brindavan Nagar. It poses severe health risks for all age groups, even though we now only use the water for non-drinking purposes.

Following the inspection, the officials told the residents that the land belongs to the Public Works Department and the Metro Water pipe goes below.

The responsibility to remove the water must be taken up by the Metro Water Board, or it has to pay the panchayat to take over the work, resident Pratheesha Illangovan said as quoted by the officials. Officials also conducted door-to-door inspections, and pamphlets were distributed to the residents of the street to raise awareness, she said.

Madras University projects drop in fee income as expenditure rises

<atom:author><atom:name>GEEDAN PC</atom:name><atom:uri>/api/author/2371205</atom:uri></atom:author>

<media:keywords>University of Madras,financial years,expenditure</media:keywords>

University of Madras

University of Madras

CHENNAI: The University of Madras has projected a decline in fee income over the next two financial years even as its expenditure continues to rise, underscoring the growing financial strain on one of the state's oldest public universities.

According to the university's revised estimates for 2025-26, fee income is expected to decline by about Rs 4 crore compared with the revenue earned in 2024-25. The Budget Estimate for 2026-27 projects a further shortfall, with fee collections remaining nearly Rs 3 crore lower than the 2024-25 level.

Audited accounts show that student-related fees remain one of the university's major revenue streams, generating more than Rs 72.77 crore through examination fees, self-supporting courses, distance education programmes and other academic fee collections. Government grants, amounting to around Rs 62.31 crore, constitute the single largest source of revenue, while income from university properties provides additional earnings.

Despite these revenues, expenditure has continued to outpace income. The university has projected a deficit budget of Rs 149 crore for 2025-26, up from Rs 146 crore in the previous financial year. Total revenue for the current year is estimated at Rs 135 to Rs 145 crore, while expenditure is expected to go over Rs 240 crore.

Budget documents show that a substantial share of the university's expenditure is earmarked for salaries and pension payments, making employee-related costs its largest financial commitment. The remaining funds are allocated towards electricity charges, payments to guest lecturers, examination expenses, office administration, maintenance works and other essential operational costs.

University sources said the financial crunch has begun affecting day-to-day functioning. Several departments are reportedly struggling to procure laboratory chemicals, scientific equipment and other materials required for practical classes and research. Routine purchases such as computers, printers and office stationery have also been delayed due to a shortage of funds.

The sources argued that increasing tuition fees is not a viable solution, as fees for several university programmes are already comparable with those charged by private institutions. Instead, they said timely release of the State government's annual grant would help address many of the university's financial difficulties without placing an additional burden on students.

Former Vice-Chancellor SP Thyagarajan told DT Next that the university has not taken sufficient steps to diversify its sources of revenue. He said inadequate emphasis on research and other revenue-generating initiatives, coupled with the prolonged absence of a Vice-Chancellor, has weakened the institution's ability to seek additional financial support from the government.

Thyagarajan also called for a common policy to address the financial challenges confronting State universities. He noted that the crisis at the University of Madras reflects a wider trend across Tamil Nadu, where rising salary commitments, pension liabilities and operational costs have placed increasing pressure on university finances.

Academicians said a comprehensive financial support package and a substantial increase in annual State funding are essential to strengthen public universities, improve infrastructure and research facilities, enhance student services and ensure effective academic administration.

Chennai Citizen Connect: Metro Water works choke traffic on West Jones Road in Saidapet

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Chennai Citizen Connect,traffic,Metro Water works</media:keywords>

West Jones Road dug up by CMWSSB for maintenance works has been causing traffic snarls almost every day

West Jones Road dug up by CMWSSB for maintenance works has been causing traffic snarls almost every day

CHENNAI: Ongoing maintenance works by the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) on West Jones Road in Saidapet have triggered severe traffic congestion, with residents alleging that the road has remained dug up for more than a week and that the work is progressing slowly.

West Jones Road is one of the busiest arterial roads in Saidapet, carrying thousands of two-wheelers, cars and MTC buses every day. Commuters have been facing long delays as Metro Water continues excavation and maintenance work on the stretch.

The excavation is located near the West Saidapet bus depot, a major transit point in the locality. Her appearance at Thursday's Union government event has therefore become a talking point, especially in the backdrop of the ongoing political developments in Tamil Nadu.

After inaugurating the facility, Murugan said, "The Union Government is working with the primary objective of ensuring that the benefits of government services reach the common man at the grassroots."

Murugan said post offices had evolved into integrated public service centres that provide banking, insurance, Aadhaar, and several citizen-centric services under one roof.

Highlighting the Centre's welfare initiatives, he said benefits under various schemes were being transferred directly into beneficiaries' bank accounts through the Direct Benefit Transfer (DBT) mechanism, eliminating intermediaries. "More than 58 crore Jan Dhan accounts have been opened over the past 12 years to promote financial inclusion," he said.

The Minister also said India had emerged as a global leader in digital and cashless transactions and that the repeal of over 1,500 obsolete laws had improved the "Ease of Living" for citizens. He handed over the first passport issued from the new centre to the parents of a six-month-old infant.
