Frustrated over not being allowed to present their grievances, one of the fishermen staged a road blockade by sitting in the middle of the road, leading to tense moments near the harbour.</p><p>According to the report, the minister left the venue in his official vehicle while the protest was under way, following which the agitating fishermen expressed disappointment over not getting an opportunity to explain their concerns.</p><h2>Medical camp organised for fishing community</h2><p>Earlier in the day, Minister Srinath inaugurated the special medical camp at the Kasimedu Fishing Harbour complex. According to a statement issued by the Greater Chennai Corporation, the camp was organised jointly by the Fisheries and Fishermen Welfare Department and the civic body to provide healthcare services to members of the fishing community.</p><p>The camp offered general medical consultations, screening for communicable diseases, blood tests, X-rays, dental care and the distribution of medicines. Police had arrested him on July 12 after allegedly seizing 500 kg of gutka from his possession. He was produced before a court and remanded to judicial custody at Puzhal Central Prison.</p><p>According to the police, Balaji developed a sudden health complication on the morning of July 15 while in prison and died despite medical attention. Officials said the preliminary cause of death appeared to be a cardiac arrest.</p><p>However, Balaji's family members, relatives and friends alleged that he may have died due to assault by police personnel and demanded a thorough investigation into the incident.</p><p>A large number of protesters gathered outside the Selaiyur police station, staging a road blockade and raising slogans demanding action against those responsible for his death.</p><p>Senior police officials rushed to the spot and held talks with the protesters. They assured them that a comprehensive inquiry would be conducted and that strict legal action would be taken if the post-mortem report or the investigation established any wrongdoing by police personnel.</p><p>Following the assurance, the protesters withdrew the agitation and agreed to the post-mortem examination. Police said Balaji's body would be handed over to his family after the autopsy for the last rites. a court-issued arrest warrant, a special team from the Vandalur Otteri Police launched a search operation to trace the accused. </p><p>Based on specific intelligence, police located Silambarasan at his hideout near Pallikaranai in and surrounded him.</p><p>During the operation, he pointed an air gun and attempted to threaten the officers. </p><p>Police acted swiftly, overpowered the accused without injury, seized the weapon, and took him into custody.</p><p>Police are also taking steps to produce him before the appropriate court for further legal ruling TVK-led State government has fuelled speculation in political circles.</p><p>Union Minister of State for Information and Broadcasting and Parliamentary Affairs L Murugan inaugurated the POPSK at the Kolathur Post Office, describing the facility as a step towards improving passport access for residents of North Chennai. “The Union Government is working with the primary objective of ensuring that the benefits of government services reach the common man at the grassroots,” he said.</p><p>Murugan said post offices had evolved into integrated public service centres providing banking, insurance, Aadhaar and several citizen-centric services under one roof. Highlighting the Centre’s welfare initiatives, he said benefits under various schemes were being transferred directly into beneficiaries’ bank accounts through the Direct Benefit Transfer (DBT) mechanism, eliminating intermediaries. “More than 58 crore Jan Dhan accounts have been opened over the past 12 years to promote financial inclusion,” he said.</p><p>The Minister also said India had emerged as a global leader in digital and cashless transactions and that the repeal of over 1,500 obsolete laws had improved the “Ease of Living” for citizens. He handed over the first passport issued from the new centre to the parents of a six-month-old infant.</p><p>The event was attended by North Chennai MP Kalanidhi Veeraswamy, Kolathur MLA VS Babu, Chennai Mayor R Priya, Joint Secretary in the Ministry of External Affairs Isha Srivastava, Chief Postmaster General Mariamma Thomas and Regional Passport Officer R Vijayakumar.</p><p>Priya’s participation has attracted attention as she has recently stayed away from several State government programmes in Chennai, including events attended by Chief Minister C Joseph Vijay despite reportedly being invited. The arrested persons were identified as Mohammed Ismail (22) and Mohammed Hussain (22), both from Saidapet.</p><p>The Rs 10 lakh worth bike (Kawasaki Z900) used by them was seized. They were produced before a magistrate and remanded to judicial custody. Greater Chennai Traffic Police warned that strict action will be taken against anyone performing dangerous stunts or uploading such videos on social media.</p><p>According to police, traffic police have intensified monitoring to ensure road safety and are taking legal action against those violating traffic rules. Chennai (93 hours), Mumbai (84 hours) and Kolkata (80 hours) registered the highest overall sleep loss among major metros.</p><p>Globally, an average person lost nearly 56 hours of sleep each year due to nighttime heat between 2020 and 2025. That is equivalent to nearly seven nights’ sleep lost each year due to higher nighttime temperatures, including about one night linked to climate change. The report pointed out that an estimated six hours of the annual sleep loss, or just more than 10%, can be attributed to warming caused by climate change.</p><p>Although climate change accounted for a relatively-modest share of the total estimated heat-related sleep loss globally, its influence was substantially stronger in some regions and cities. The increase took cumulative hikes since May 15 to nearly Rs 7.5 per litre.</p><p>Until May, fuel prices had largely remained unchanged since April 2022, except for a Rs 2 per litre reduction announced in March 2024 ahead of the national elections.</p><h2>Why have fuel prices been increased?</h2><p>Global crude oil prices had surged more than 50 per cent since late February following US-Israeli strikes on Iran and disruptions to shipping through the Strait of Hormuz, a key global oil transit route.</p><p>State-run retailers had delayed passing on higher input costs for weeks, a move the government said was intended to shield consumers from inflation. Opposition parties, however, accused the administration of holding back price increases until after key state elections.</p><p>The May 15 increase came after the ruling Bharatiya Janata Party (BJP) expanded its electoral footprint by winning three of five state and UT elections, including West Bengal.</p><p>Retail fuel prices were first raised by Rs 3 per litre on May 15, followed by a 90-paise increase on May 19 and another hike on May 23, when petrol prices rose by 87 paise and diesel by 91 paise per litre.</p><p>On May 25, petrol was raised by Rs 2.61 a litre and diesel by Rs 2.71. The reservoir, estimated to cost around 342.60 crore, is planned over an extent of 5,161 acres.</p><p>It is designed to store 1.65 TMC of rainwater that currently flows through the Buckingham Canal into the sea during the northeast monsoon.</p><p>Officials of the Water Resources Department said that the project would improve groundwater levels in Tiruporur and surrounding ECR and OMR areas, benefiting rapidly developing residential layouts, commercial buildings and corporate campuses. </p><p>They added that the stored water could also serve as a drinking water source for Chennai and its suburbs while supporting irrigation in nearby agricultural lands.</p><p>However, fishermen opposed the project and claimed that the reservoir would affect their livelihoods of people from 16 fishing villages living along the salt pan and Buckingham Canal regions. </p><p>They also expressed concern that the project could disrupt the breeding of marine species such as fish, prawns and crabs, besides increasing the vulnerability of nearby habitations during natural disasters such as tsunamis.</p><p>Assuring that their concerns would be given due consideration, officials responded that detailed studies indicated the project would enhance the region’s water resources and environmental sustainability without causing major hardship to fishermen or residents.</p><p>The meeting was chaired by Chengalpattu District Revenue Officer Ganesh Kumar. </p><p>Officials from WRD, Revenue, and police departments, and also local body representatives, MLAs, RWAs and fishermen’s organisations participated.</p>]]></content:encoded></item><item><title>Stray dogs at Chennai airport chase passengers in, around premises

However, authorities have yet to find a permanent solution to the canine menace.</p><p>A few years ago, passengers at both the arrival and departure lounges would often file complaints about stray dogs roaming across the premises, and even crossing lanes meant for vehicles, thereby increasing the risk of accidents. In response, the airport administration, along with Blue Cross and animal welfare organisations, captured over 40 stray dogs, sterilised them and vaccinated them against rabies. The initiative had temporarily reduced the number of dogs inside the airport.</p> <p>However, now the population has increased again in both the domestic and international terminals. The dogs often fight, injuring each other, and at times, innocent passengers get injured as these dogs chase them. Apart from passengers, airport employees and police personnel are also said to be affected.</p><p>A senior airport official told DT Next, “The local civic body has been informed and dog-catching operations are being carried out regularly, with plans to intensify the efforts.”</p><p>Passengers have urged the airport administration to come up with a permanent solution, pointing out that Chennai International Airport was a high-security zone where such incidents should not occur. While the waste is cleared occasionally, fresh dumping resumes soon after. Authorities must strengthen surveillance to curb illegal dumping, install CCTV cameras and impose stringent penalties on violators to prevent further pollution of the Cooum.”</p><p>A senior official of Real Estate Developers' Association of India Chennai challenging the NGT order.</p><p>The confederation challenged the September 24, 2025, order of the green tribunal’s Southern Zone directing the authorities not to grant any approvals or permissions within a one-kilometre "Zone of Influence" around the Pallikaranai Ramsar site.</p><p>The association submitted that the adjoining areas are already substantially urbanised, with Metro Rail, IT parks, government offices, public utilities, and private patta lands, and argued that a zero-kilometre buffer for such areas would strike a balance between environmental protection and socio-economic realities.</p><p>It further contended that the impugned order imposing a ban on activities up to one kilometre was wholly unscientific and improper, resulting in grave civil consequences by freezing vested development rights over vast tracts of land without acquisition or payment of compensation.</p><p>The petitioner has sought a stay on the impugned order passed by the National Green Tribunal.</p><p>During the hearing, the State government submitted that, in view of the NGT's order, the authorities were unable to process applications seeking planning permission for construction and informed the court that 47 applications are currently pending.</p><p>After hearing the submissions, the bench adjourned the matter to August 3 for a storm water drain. Officials had assured that a tar road would be laid after the drainage work was completed. However, despite after a long period, road restoration work has not begun.</p><p>Ahead of the elections, only gravel was laid on the road as part of the road work. During the election campaign period, M-Sand was spread over the gravel for a stretch of around 200 metres. Having sparked courtroom debates, the work has raised questions about authenticity and evidence, and even shaped conversations on how Indians imagine characters from the Ramayana.</p><figure><img alt="Goddess Lakshmi" src="https://media.assettype.com/dt-next/2026-07-16/l798ussu/Untitled-design-37.jpg" /><figcaption>Goddess Lakshmi</figcaption></figure><p>These intersections of art, law and cultural memory form the basis of an illustrated talk by Ganesh V Shivaswamy, advocate, author from Bengaluru, who will present Raja Ravi Varma's Ravana in Conflict and Controversy in Chennai on July 19. A fifth-generation lawyer who has spent years documenting Raja Ravi Varma's artistic legacy, Shivaswamy believes legal reasoning can offer fresh perspectives on art history.</p><p>Painted in 1895, the painting depicts the Aranya Kanda in Ramayana in which Ravana abducts Sita and defeats Jatayu, the vulture king who sacrifices himself trying to stop the abduction.</p><figure><img alt="Ganesh V Shivaswamy, advocate, author" src="https://media.assettype.com/dt-next/2026-07-16/8p2jy8kn/Untitled_design__38_.jpg" /><figcaption>Ganesh V Shivaswamy, advocate, author</figcaption></figure><p>This depiction of Ravana has had an unusual afterlife. It has surfaced in disputes over authenticity, questions of government custodianship of art and even contemporary litigation over how the mythological characters should be represented. "Law and art are generally seen as opposing forces, one expressing and the other regulating. But I argue that they have actually held hands in helping us understand history," he says.</p><p>One of the key themes of his Chennai lecture is how Ravi Varma's Ravana repeatedly found itself at the centre of legal disputes. According to him, the painting has featured in debates over authenticity, scientific evidence, government acquisition of cultural objects and even contemporary litigation surrounding the portrayal of Ravana in popular culture. One of the earliest disputes centred on the authenticity of the painting, prompting questions about the role of documentary evidence versus oral narratives. Shivaswamy points out that while oral traditions often enrich the understanding of art, legal principles demand verifiable evidence. "Being lawyers, we rely on documentary proof, historians too ,reconstruct events they were never witnesses to, making evidence just as crucial in understanding the past," he says.</p><aside><cite>Ganesh V Shivaswamy</cite>Law and art are generally seen as opposing forces—but I argue that they have actually held hands in helping us understand history</aside><p>He also drew attention to a Kerala High Court case that questioned whether the government should compulsorily acquire Ravi Varma's works. For Shivaswamy, the case opened up larger questions about the state's role as a custodian of cultural heritage. "If cultural objects are acquired but never exhibited, are we really preserving culture? “</p><p>Shivaswamy sees them as opportunities to ask broader questions about who decides cultural memory, how evidence is evaluated and what role institutions play in preserving artistic heritage.</p><p>The discussion also revisits Ravi Varma's influence on India's visual imagination. Long before television and cinema reached every household, chromolithographs produced by the Ravi Varma Press carried mythological images into homes across the country.</p><p>"Most people hadn't read the original Sanskrit texts written by him, but they had seen Ravi Varma's images. The image itself became the narrative," he says,. His visual language found its way into early Indian cinema, later inspired the illustrations in Amar Chitra Katha, and ultimately shaped how generations came to imagine characters from the Ramayana and Mahabharata. "The image became the torchbearer of the narrative," he says.</p><p>"It is impossible to keep art confined to museums and collectors. It belongs in public spaces. Ravi Varma's greatest legacy was taking art to the common man," he says.</p><p>Illustrating the reach of Ravi Varma's work, Shivaswamy points to the familiar image of Goddess Lakshmi found everywhere from homes to auto-rickshaws. While many people may not recognise the Mona Lisa, he says, almost every Indian instantly recognises Lakshmi in a form that traces its origins to Ravi Varma's visual vocabulary.</p><p>"The degree and intensity of democracy is simply incomparable with any other artist's legacy, certainly in India and maybe even in the world," he observes, "You can't keep it within the academic circle, the elite circle, the collector circle, the museum circle. Why is it not being propelled into the public spaces?" he says, adding that Ravi Varma's greatest contribution was "to take the image into the hands of the common man."</p><p>Despite years spent researching Ravi Varma's craft, it is not the finished masterpieces but the artist's sketches that continue to fascinate Shivaswamy. "In these sketches you see vulnerability, emotion and experimentation before the work reaches its final form. They make Ravi Varma feel deeply human," he says.</p><p>Shivaswamy also says he is looking forward to speaking in Chennai, calling the invitation a validation of years of research. During a recent awareness walk, M Paul Thangadurai of Bluewood Foundation said that schoolchildren were forced to navigate uneven and obstructed footpaths along the stretch.</p><p>“The safety of schoolchildren, pedestrians, senior citizens and persons with disabilities cannot be compromised because of prolonged administrative inaction,” he added. “The State Highways department must install RCC boundary columns to protect the road’s right of way and remove encroachments through legal action to restore the carriageway to its original width.”</p><p>S Rajendran, a resident of Ambattur, said the stretch poses a serious risk, especially after dark. “Damaged manholes, uneven road surfaces and deep potholes make driving difficult. At night, the situation becomes even more dangerous. Heavy vehicle movement also raises dust, while bottlenecks lead to severe traffic congestion during peak hours,” he stated.</p><p>R Kamalini, a resident of Athipet, said the stretch opposite Casagrand Connect was especially dangerous due to loose gravel on the road. “If a motorist applies sudden brakes, the vehicle can skid, leading to injuries. With several schools located along this road, officials must act immediately before a major tragedy occurs,” she opined.</p><p>A senior official of the State Highways department attributed the delay in relaying the road to ongoing utility works. “Torrent Gas is laying pipelines along the entire stretch. Once that’s completed, the agency will restore the road in full. Temporary repairs have been carried out in coordination with the gas company to ease commuting,” he added.</p><p>Residents, however, dismissed his claim and said that many of the temporary patches have already worn away.</p><p>The official acknowledged that additional repair works would be taken up wherever necessary but said “the pipeline project will take more than six months to be completed. Desilting has also been completed in 68,281 of 1,09,975 catchpits, with the progress being monitored through a civic mobile application. As part of flood mitigation measures, 49 of 241 ponds have been restored under a Rs.214-crore project, while restoration work is under way in another 34 ponds. </p> <p>To respond to waterlogging during heavy rainfall, the civic body has kept 525 motor pumps and 188 jet motors ready for deployment in low-lying areas. Another 138 pumps and 33 generators have been stationed at 19 subways. The Mogappair police arrested the teacher based on a complaint filed by the boy's parents.</p><p>The arrested teacher was identified as C Levin. A probe revealed that the student was at the playground when he allegedly disturbed an arrangement that Levin had prepared for kindergarten students.</p><p>Agitated by the student’s act, the PE teacher allegedly swung a hammer at him, and as the student raised his arm to defend himself from the blow, the hammer struck his wrist causing a fracture, the police said.</p><p>After the 11-year-old student told his mother about the incident, she informed the school’s management and then lodged a police complaint based on which the police registered a case and started an inquiry.</p><p>On Wednesday morning, Levin was brought in for questioning and was subsequently arrested. The prosecution further alleged that none of the accused rendered assistance to the victims or informed the police about the accident.</p><p>At the conclusion of the trial, the VII Additional District and Sessions Judge P Srikumar convicted Shaji under Sections 304 (II) and 308 (four counts) of the Indian Penal Code, along with offences under Sections 3 read with 181 and 185 of the Motor Vehicles Act.</p><p>When the judgment was pronounced on June 29, Shaji failed to appear before the trial court. Consequently, the judge dismissed his petition seeking exemption from personal appearance for want of acceptable evidence, issued a non-bailable warrant against him, and directed the police to secure his presence for the hearing on the quantum of sentence.</p><p>Aggrieved by the issuance of the warrant, Shaji approached the High Court seeking its recall. The coach had allegedly sexually harassed her when the grandmother was away. The mother of another player, too, uploaded a video accusing the coach of alienating her daughter from her while a section of players accused the mother of making unfair allegations for monetary gains.</p><p>Based on the complaint, the Semmancheri AWPS registered a case and arrested Raji. The notice was handed over to his parents at their Karur residence and a lookout circular was issued. Police sources said that the MLA's name has been included in the additional case sheets.</p><p>Senthilbalaji and his brother, RV Ashok Kumar, were granted anticipatory bail by the Madras High Court last week in the same case.</p><p>After the initial arrests of three persons, the Chennai police said that the arrested persons acted on behalf of Senthilbalaji and Ashok Kumar, and a meeting in this regard was held at a star hotel in the city. The city police arrested another accused, Ganeshan (43) of Madurai, on Tuesday, taking the number of arrests in the case to 12.</p><p>The complainant, N Elaiyaraja, TVK MLA from Uthangarai in Krishnagiri district, approached the Chennai Police Commissioner on Monday (June 29, 2026) stating that he was approached by a man, identified as Thirunavukkarasu, with the offer.</p><p>Thirunavukkarasu claimed he ran a survey firm named Indian Political Democratic Strategies (IPDS) and said he was contacting Elaiyaraja with an offer. When Elaiyaraja disconnected the call, Thirunavukkarasu called again and allegedly told the MLA to vote against the Speaker, despite being a ruling party member, and offered Rs 35 crore as an inducement. The State government has announced a compensation of Rs 2 lakh to the family of the deceased worker, Rs 1 lakh each to three injured workers and Rs 50,000 each for those being treated for minor injuries.</p><p>The deceased was identified as Ravi Ranjan (24), a native of Bihar, the police said.</p><p>The injured workers, Ranjith Kumar, Prince Kumar, Om Kumar, Raja Babu and Om Prakash, all natives of Bihar, were engaged in routine work at the scrap unit when the furnace exploded. Two other workers suffered minor injuries.</p><p>According to the police, Ravi Ranjan suffered severe burn injuries in the explosion. Co-workers rushed the injured workers to the Government Hospital in Gummidipoondi.</p><p>However, Ravi Ranjan succumbed to his injuries while being taken to the hospital. Other workers are undergoing treatment.</p><p>Based on information, personnel from the Fire and Rescue Services rushed to the spot and fought the blaze for nearly an hour to bring it under control.</p><p>Police have registered a case under Section 106 (causing death by negligence) of the Bharatiya Nyaya Sanhita based on a complaint lodged by the workers. Their children, a son and two daughters, are married and live separately, the police said.</p><p>Radhakrishnan ran a provision store near their home while Vanaja sold idli batter from home. On Monday (July 13) morning, Vanaja returned home after assisting her husband at the shop.</p><p>Around noon, Vanaja's house was locked from outside when a house help went there. She informed Radhakrishnan, who tried to reach out to his wife. </p><p>As there was no response from Vanaja to Radhakrishnan's phone calls, he went to the house and used an alternate key to open the door and found Vanaja lying in a pool of blood with multiple stab wounds on her neck.</p><p>On information, the police moved the body to the Ponneri Government Hospital for post-mortem examination. </p><p>After sustained investigations, the police zeroed in on the accused, B Yugendar alias Abdul Rahman (29). We’re stuck at the beach station. In order to reach Tambaram officials ask us to go to park station or hop in on Velachery EMU,” a frustrated commuter said. The disruption left several EMU services halted near Beach station, causing hardship to thousands of commuters, including office-goers, students and daily passengers.</p><p>Following the disruption, trains that normally originate from Beach station were operated from Park station instead.</p><p>Railway authorities advised passengers to use Park or Egmore stations to board suburban trains until services from Beach were restored. “There had been no proper announcement and officials here were irresponsive or pounced on us. Officials in ticket counters are Hindi-speaking people and they don't understand what we were saying,” said another commuter.</p><p>With trains not operating from the station, many passengers also walked to Park station to board available services.
