Despite poor inflows, the State ordered the release of water from July 15 to July 21, at a rate not exceeding 414 cubic feet per second, exclusively to meet the drinking water requirements of people in Tirupur.

Opposing the decision, the farmers said nearly 5,000 acres of sugarcane crop had already withered, while coconut plantations were under severe stress. They argued that releasing water under the present conditions would reduce the reservoir level to below 30 feet, making it impossible to supply water for irrigation.

They also pointed out that water had already been released on June 19 for the Dharapuram Drinking Water Scheme and contended that the reservoir should not be tapped again for drinking water.

Following nearly three hours of protest, officials from the revenue and water resources departments assured the farmers that water would not be released from the dam immediately and that their demands would be considered. The farmers then called off the agitation.

The Amaravathi Dam irrigates 54,637 acres of farmland across Tirupur and Karur districts, including 29,387 acres under the old ayacut system and 25,250 acres under the new ayacut system.

Arappor alleges Valliyoor panchayat tender violates new contractor registration norms

CHENNAI: Alleging that two civil works tenders worth Rs 42.58 lakh floated by the Valliyoor panchayat union in Tirunelveli violated the State government's new contractor registration guidelines by restricting participation to contractors registered within the panchayat union itself, anti-corruption NGO Arappor Iyakkam has sought cancellation of the tender process, revision of the eligibility conditions, and a fresh tender notification.

In a representation to Chief Minister C Joseph Vijay, Rural Development and Water Resources Minister N Anand, and officials, Arappor said the tender conditions contradict GO No 115 dated June 30 issued by the Rural Development and Panchayat Raj Department, and the government statement explaining the revised registration system.

The fourth condition in the tender notification restricts eligibility to contractors who are only registered within the panchayat union, which is against the GO that had replaced this earlier system with district-level registration through the District Rural Development Agency (DRDA).

Under the new system, contractors registered with a DRDA concerned can bid for tenders floated by any procuring entity within that district, and are also permitted to participate in tenders in adjoining districts, even without a common state-wide registration system.

The organisation said the restrictive condition works against the goals of increasing competition and opening opportunities to new contractors. Limiting eligibility to a small pool cuts down competition and creates room for a winning bidder to be decided in advance, opening the door to favouritism and corruption, it argued.

The tenders were floated under the 2025-26 District Mineral Foundation (DMF) scheme, following administrative sanction from the Tirunelveli Collector's proceedings dated December 1, 2024, and May 11, 2026.

They cover construction of a compound wall around the Erukkandurai cremation ground (Rs 12.86 lakh) and strengthening of the road to the Keezhakulam cremation ground (Rs 29.72 lakh). Both were published on the State's e-procurement portal on July 8, with bids due to close on July 15.

The organisation has asked the government to halt the ongoing tender process, amend the eligibility conditions in line with the new order, issue a fresh notification, and ensure all tenders across Tamil Nadu comply with the Transparency in Tenders Act and the revised registration guidelines.

If TVK attempts to lure elected MLAs, we will oppose: Thol Thirumavalavan

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>AIADMK,TVK,MLAs,VCK Chief Thol Thirumavalavan</media:keywords>

Thol Thirumavalavan

TIRUCHY: If TVK is attempting to lure the MLAs elected from AIADMK by the people, it is against democracy, and the VCK would continuously oppose such a move, said VCK Chief Thol Thirumavalavan on Wednesday.

Speaking to reporters in Ariyalur, Thirumavalavan said the new TVK government has assured to protect the rights of Tamil Nadu and the Karnataka government might not build a dam in Mekedatu as that government will never destroy the sentiments of Tamil Nadu on the Cauvery water.

“The union government would never take a stand against the interests of Tamil Nadu on this issue,” Thiruma said.

Answering a query about the CPI’s participation in the government, Thirumavalavan said the VCK would welcome the decision if the CPI takes part in the cabinet of the TVK government. That is equivalent to nearly seven nights' sleep lost each year due to higher nighttime temperatures, including about one night linked to climate change. The report pointed out that an estimated six hours of the annual sleep loss, or just more than 10 per cent, can be attributed to warming caused by climate change.

Although climate change accounted for a relatively-modest share of the total estimated heat-related sleep loss globally, its influence was substantially stronger in some regions and cities. The largest impacts were concentrated in places that have already experienced extremely warm nighttime temperatures.

The research has found that across all the 1,338 major global cities analysed, the amount of temperature-related sleep loss linked to climate change has at least doubled since the early 1970s.

"The analysis reveals how climate change is translating into measurable hours of lost sleep for people around the world. By combining the latest climate attribution science with research on how heat affects sleep, we can now quantify a hidden but growing consequence of rising temperatures," said Kristina Dahl, Climate Central's vice-president for science.

"Across more than 1,300 cities, climate change has at least doubled temperature-related sleep loss since the early 1970s, showing that the impacts of fossil fuel-driven warming extend beyond extreme weather to undermine one of the most fundamental requirements for human health," he added.

The analysis covered 107 Indian cities, with Tamil Nadu recording the highest climate change-driven sleep loss (7.9 additional hours per person annually).

Chennai (93 hours), Mumbai (84 hours) and Kolkata (80 hours) registered the highest overall sleep loss among major metros, while Bengaluru recorded the strongest climate change signal (eight hours per year).

In Maharashtra, the average annual sleep loss was 76.3 hours, including 5.8 hours linked to climate change. In Uttar Pradesh, residents lost 69 hours of sleep annually, with 4.9 hours attributable to climate change.

Rising night-time temperatures are emerging as a public-health threat, with poor sleep linked to cardiovascular disease, poorer mental health, weakened immunity and reduced productivity.

Courtney Howard, MD, Emergency Physician, Chair of the Global Climate and Health Alliance, and President-Elect of the Canadian Medical Association, said, "Adults need seven to nine hours of sleep per night for optimal health. Increases in nighttime temperatures harm human sleep, with a larger effect seen in residents from lower-income countries, older adults and in women."

"Sleeping less than seven hours per night is associated with impaired immune function and performance, and increased errors, pain and accidents. If poor sleep continues on a regular basis, it is associated with weight gain, diabetes, hypertension, cardiovascular disease and increased risk of death," Howard said.

The report said as climate change drives more frequent and intense hot nights, sleep disruption should be recognised as a growing concern for both public health and human productivity.

Highways ‘scam’: DMK ex-minister EV Velu appears before DVAC for questioning

<atom:author><atom:name>Online Desk</atom:name><atom:uri>/api/author/2371166</atom:uri></atom:author>

<media:keywords>Highways Department,Directorate of Vigilance and Anti-Corruption,EV Velu</media:keywords>

EV Velu appeared before the Directorate of Vigilance and Anti-Corruption (DVAC) headquarters in Alandur

EV Velu appeared before the Directorate of Vigilance and Anti-Corruption (DVAC) headquarters in Alandur

CHENNAI: Former minister and senior DMK leader EV Velu appeared before the Directorate of Vigilance and Anti-Corruption (DVAC) investigating officers in Chennai on Tuesday to answer their questions in connection with a case involving alleged irregularities worth Rs 3.23 crore in the Highways Department.

The leader appeared for questioning after the Madras High Court directed him to appear before the anti-corruption agency while granting him interim relief in the case.

High Court directs him to appear

The DVAC had earlier registered a case against Velu over alleged irregularities that reportedly caused a loss of Rs 3.23 crore to the government during his tenure as the Highways minister.

He had initially been summoned to appear before the DVAC on July 3. After a comprehensive study, we will present a clear report on the timeline, implementation plan and the steps to be taken,” he said.

He said all pending issues relating to the project would be reviewed and resolved as part of the exercise before the government announces its revival strategy.

The Rs 12,778-crore project envisages setting up two 800 MW supercritical thermal power units at Uppur in Ramanathapuram district. The Tangedco had spent Rs 2,283 crore when the power project was shelved in April 2021.

The project was suspended following an NGT (Southern Zone) order in March 2021. Citing the NGT order, land acquisition issues, litigation by local fishermen, and the pending Balance of Plant package, the Tangedco Board in April 2021 approved shifting the proposed 2x800 MW project to the Udangudi site as Stage III (in Thoothukudi), while treating Uppur as a fresh project after all legal issues were resolved.

Although Tangedco challenged the NGT order before the Supreme Court and obtained a stay in July 2021, the project remained in limbo. Subsequent reviews by a high-level committee and consultant Ernst & Young recommended developing the project at the original Uppur site.

However, the Tangedco Board sought further examination of the consultant’s findings, delaying a final decision.

In August 2024, SBI Capital Markets Ltd was appointed to prepare a detailed feasibility report to execute the project under the public-private partnership (PPP) model. The report subsequently explored reviving the project through a joint venture with the National Thermal Power Corporation and NLC India Ltd. However, both public sector companies declined to participate, citing the high cost of power generation.

According to the Central Electricity Authority’s latest thermal project status report in April, the state government is now examining the possibility of utilising the high-value equipment already procured for Uppur in the proposed thermal power project in Thoothukudi district. Now, the minister said that the project is likely to be revived.

DT Next Campus | Applications open for Eastman Powerup Eduskill Scholarship Programme; here is how you can apply

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Diploma,Polytechnic,Eastman Powerup Eduskill</media:keywords>

Representative Image

CHENNAI: The Eastman Powerup Eduskill Scholarship Programme 2026-27, an initiative by Eastman Auto and Power Limited (EAPL), is inviting applications from eligible students pursuing technical and management courses across India.

Eligibility: Open to students enrolled in full-time B.Tech, M.Tech, MBA/PGDM, or Polytechnic diploma programmes at recognised government or private institutions in India.

Prizes & Rewards: Selected candidates will receive financial assistance of up to Rs 20,000, disbursed in a milestone-based manner upon successful completion of four approved certification courses.

Last Date to Apply: July 31

Application mode: Online applications only

Short Url: www.b4s.in/dtnt/EPSP2

DT Next Campus | Applications open for Raman Kant Munjal Foundation Scholarship; here is how you can apply

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Scholarship,DT Next Campus</media:keywords>

Representative Image

CHENNAI: The Raman Kant Munjal Foundation Scholarship, supported by Hero FinCorp, is inviting applications from first-year undergraduate students pursuing finance-related courses across India.

Eligibility: Open to Indian nationals enrolled in the first year of BBA, BFIA, B.Com. According to him, an earlier attempt to register the land in March was declined by the Registration Department, following which the prospective purchasers approached the Madras High Court. The court, he said, observed that the registration could be considered if the documents were otherwise in order.

Ramesh further said the regular sub-registrar was on leave when the document was presented again and that the officer holding additional charge from July 6 was unaware of the previous correspondence between the two departments. As a result, the registration was completed, he said.

However, Logesh offered a different account, saying the sub-registrar had informed him that the registration was carried out after examining the High Court's directions. He acknowledged that a lapse had occurred, said the registration has since been kept in abeyance, and confirmed that the sub-registrar had been placed under suspension.

The minister added that action would also be initiated against any higher officials found responsible and that a higher-level inquiry would be ordered with the approval of Chief Minister C Joseph Vijay, if warranted.

Ramesh maintained that the government would take all necessary legal steps to restore the property and reiterated that the administration would not allow temple lands to be alienated in violation of the law.

DMK's Arasakumar detained under Goondas in school scam

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>DMK,Goondas Act,Scam,BT Arasakumar</media:keywords>

A native of Pudukkottai, Arasakumar (59) resided in Saligramam and was a member of DMK between 1990 and 2000.

A native of Pudukkottai, Arasakumar (59) resided in Saligramam and was a member of DMK between 1990 and 2000.

CHENNAI: The police have detained DMK functionary BT Arasakumar under the Goondas Act for allegedly cheating several private schools in the state of at least Rs 100 crore by promising to facilitate government approvals has been detained under the Goondas act.

A native of Pudukkottai, Arasakumar (59) resided in Saligramam and was a member of DMK between 1990 and 2000. A High-Level Technical Committee meeting, chaired by TNPDCL Chairman and Managing Director on Tuesday, along with representatives from ITDP India and Guidance TN, finalised the key initiatives to promote EV charging infrastructure.

Under the new framework, the government will permit dedicated EV sub-metering for charging facilities installed within the sanctioned load of existing HT and EHT consumer premises. Electricity consumed for EV charging will be billed separately under the applicable EV tariff without requiring a separate service connection or the payment of fixed and demand charges. Only energy charges will be levied.

The move is expected to encourage commercial establishments, industries, educational institutions, hospitals, residential complexes and other consumers to install EV charging facilities by reducing upfront investment and avoiding duplication of electrical infrastructure.

The government has also decided to allow consumers to obtain a separate electricity service connection exclusively for EV charging infrastructure within the same premises.

In another key decision, the Technical Committee resolved to recommend amendments to the Tamil Nadu Electric Vehicle Policy, 2023, to make the sector more attractive for private developers. The recommendation includes waiving or substantially reducing fixed and demand charges applicable to the dedicated EV charging category, considering that EV adoption and public charging infrastructure are still at a developing stage.

The government said the measures are intended to lower entry barriers, attract private investment and create a robust, accessible and future-ready EV charging network across the State while strengthening Tamil Nadu's position as a leading hub for electric mobility and sustainable transportation.

Tamil Nadu seeks higher paddy procurement limit

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Tamil Nadu,Tamil Nadu government,paddy,Procurement,Food and Civil Supplies Department</media:keywords>

Minister for Food and Civil Supplies P Venkataramanan

Minister for Food and Civil Supplies P Venkataramanan

CHENNAI: Minister for Food and Civil Supplies P Venkataramanan on Tuesday met Union Consumer Affairs, Food and Public Distribution and New and Renewable Energy Minister Pralhad Joshi in New Delhi and urged the Centre to substantially increase the State's paddy procurement target for the ongoing 2025-26 kharif marketing season and immediately release Rs 541.27 crore in pending rice subsidy dues.

In a strong pitch for greater central support, Venkataramanan requested the Union government to raise Tamil Nadu's rice procurement target from the sanctioned 16 lakh metric tonnes to 29.79 lakh metric tonnes, citing the State's procurement requirements during the current season.

He also sought the immediate release of Rs 541.27 crore towards pending rice subsidy reimbursement due to Tamil Nadu under the Antyodaya Anna Yojana (AAY) and Priority Household (PHH) schemes.

The Minister further pressed for the early clearance of proposals pending with the Centre concerning the Food and Civil Supplies Department.

Discussions covered measures to strengthen Tamil Nadu's public distribution system (PDS), improve the procurement, storage, and distribution of paddy and essential commodities, ensure adequate allocation of food grains to the State, and expedite support for ongoing and future food security initiatives.

He also raised the issue of pending payments to farmers for paddy procured through the National Cooperative Consumers' Federation of India (NCCF) and sought the Centre's intervention for their early settlement.

According to the State government, the minister submitted a detailed memorandum outlining Tamil Nadu's demands and sought the Union government's expeditious approval and assistance. The section will run through Chennai, Poonamallee, and Parandur in Tamil Nadu; Chittoor and Bangarupalem in Andhra Pradesh; and Kolar, Malur, Whitefield, and Bengaluru in Karnataka.

The station in Chennai has been planned as an underground facility adjacent to MGR Chennai Central railway station with connectivity to the Metro Rail. In Poonamallee, the proposal is to set up an elevated station on the northern side of National Highway-4 with connectivity to the Outer Ring Road, Metro Phase II, Chennai airport, and the city centre.

Parandur has again been identified as an elevated station on the southern side of the greenfield airport that is now hanging in balance, with connectivity to the Bengaluru-Chennai Expressway, NH-48, and the Outer Ring Road through connector roads.

Fresh DPR and engineering surveys planned

The scope of work includes validation of the existing DPR, alignment modification and design, hydrology investigations, drone and LiDAR surveys, geotechnical investigations at crossing locations, tunnel studies, preparation of general arrangement drawings (GADs) for river, railway and road crossings, and station surveys for both elevated and underground stations. As per the tender, the DPR preparation and engineering survey should be completed within 150 days.

The NHSRCL prepared and submitted the DPR for the Chennai-Bengaluru-Mysuru High-Speed Rail corridor in September 2024. The Chennai-Bengaluru section has since been identified as Phase I and the priority stretch of the larger corridor.

Alignment review between Chennai Central and Poonamallee

It also seeks a detailed review of the alignment between MGR Chennai Central and Poonamallee. The consultant should review river crossings, road crossings, station locations, and other engineering features before finalising the preferred alignment. Preliminary designs and GADs for major river crossings, railway crossings, road crossings, tunnels, and stations should also be prepared.

CBHSR Alignment

Detailed studies for river crossings

For the Tamil Nadu section, the tender identifies major river crossings requiring detailed hydrological investigations. These are the Cooum, Kaveripakkam/Kosasthalai, Ponnai/Bahuda, and Palar rivers. The consultant has been asked to collect high flood level data, prepare river cross-sections, survey riverbeds and floodplains, and assess flow characteristics before bridge designs are finalised.

The preliminary design package also identifies several major crossings in the Chennai section requiring general arrangement drawings, including two crossings over the Perambur Loco Works sidings and one over the Integral Coach Factory (ICF) siding, besides major river crossings along the corridor.

Data collection and land acquisition plans

As part of the exercise, the consultant has been directed to collect data from the Public Works Department, Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB), Tamil Nadu Water Supply and Drainage (TWAD) Board, urban local bodies, municipal corporations, and municipalities along the corridor.

This includes details of water supply and sewerage infrastructure, approved layouts, master plans, transport corridors, utilities, and other data that may influence the final alignment. The consultant has also been asked to prepare updated land acquisition plans wherever changes to the alignment are proposed after the surveys and investigations.

TN, Kerala coastlines to be hit with rise in sea levels, intense heatwaves: Study

Based on high resolution climate projections using CMIP6 models corrected for regional biases, the study provides district-level and regional assessments at a 25x25 km scale. It highlights that Tamil Nadu and Kerala are expected to witness a sharp increase in summer temperatures and the frequency of heatwave events between 2021 and 2040.

Heatwaves that currently last for 3-5 days during peak summer months could become significantly longer, extending up to 8-9 consecutive days. These prolonged periods are also expected to occur multiple times during a season, increasing the burden on vulnerable populations, particularly those dependent on outdoor occupations.

Researchers have also raised concerns over increasing wet bulb temperatures, a measure that combines heat and humidity to indicate the human body’s ability to cool itself. Higher wet bulb temperatures can increase the risk of heat stress and heat-related illnesses, especially among fisherfolk, agricultural workers, construction labourers and others engaged in outdoor work along the coast.

Tamil Nadu’s coastline (more than 906 km) has 14 districts that support a large population dependent on fisheries, agriculture, tourism and allied sectors. The report notes that rising ocean temperatures and sea levels are likely to accelerate coastal erosion and intensify the impact of storm surges during extreme weather events.

Several coastal stretches have already reported shoreline changes in recent years. The study cautions that continued sea level rise could result in the gradual loss of beaches, damage to coastal ecosystems and increased risks to infrastructure located near the shoreline. Heritage sites and tourism dependent coastal regions could also face mounting pressure from climate-related impacts.

Another major concern highlighted in the report is saltwater intrusion into freshwater aquifers. As sea levels rise and storm surges push seawater further inland, groundwater resources in coastal areas may become increasingly saline. This could affect drinking water availability and reduce the productivity of agricultural lands, posing challenges for farmers and rural communities.

Researchers have emphasised that the projections relate to the next 15 years and are based on a moderate greenhouse gas emission pathway. The findings underline the need for immediate adaptation planning rather than viewing climate risks as long term concerns.

The report recommends strengthening coastal resilience through measures such as mangrove restoration, protection of natural coastal buffers, climate resilient infrastructure and improved local level planning. It also calls for efforts to diversify livelihoods in vulnerable coastal regions and enhance preparedness for extreme weather events.

VS Chandrasekaran, former principal scientist CAR-CIBA, told DT Next, “Researchers found corals changing colour due to ocean warming, and algae being significantly affected by global warming. Chennai is relatively flat compared to Visakhapatnam and several other coastal cities. So, sea-level rise can have a greater impact on Chennai, particularly during the monsoon season. In the future, flooding may occur more frequently because rainwater may not drain efficiently into the sea.”

On declining fish populations, Chandrasekaran said the trend was real, and that coastal pollution was the primary reason for the decline, while rising sea temperatures were also a contributing factor. “Ocean warming and ocean acidification are among the most serious threats facing marine ecosystems. Many marine microorganisms may struggle to withstand these changes,” he warned. “Ocean current, which play a crucial role in regulating and maintaining global temperatures, are being significantly affected by global warming. Any disruption to them could have far reaching climatic consequences.”

LoP Udhayanidhi Stalin seeks action against cops over Kumari youth's custodial death

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>DMK,Police,Custodial Death,CM Vijay,LoP Udhayanidhi Stalin</media:keywords>

LoP Udhayanidhi Stalin

LoP Udhayanidhi Stalin

CHENNAI: Leader of the Opposition Udhayanidhi Stalin on Tuesday (July 14) condemned the alleged custodial death of Sabarivarman in Nagercoil and demanded stringent action against the police personnel involved.

Referring to the police version, Udhayanidhi said the department had claimed that Sabarivarman was in good health at the time of his arrest and died after falling ill following the enquiry.

However, he said the victim's family had alleged that Sabarivarman, a person with a disability, was beaten by police personnel while in custody.

"Sabarivarman's family is protesting, alleging that he was assaulted by the police despite being a person with a disability.
