The CWMA subsequently upheld the decision.

On Monday, the Tamil Nadu government's plea seeking directions to the Karnataka government for immediate release of the water to it came up for hearing before a bench of Justices Vikram Nath and Sandeep Mehta.

"We feel that let this matter be posted after a week so that the further status regarding the release may be placed before the court," the bench said. It posted the matter for August 24.

"Ensure compliance of the CWMA directions," the bench said.

Senior advocate C S Vaidyanathan, appearing for Tamil Nadu, told the bench that the CWMA's direction was not being complied with and the state was unable to release water to farmers.

"They (Karnataka) have started releasing water for irrigation in Karnataka, and Tamil Nadu has not been receiving water," he said. "As of now, they have 76 per cent live storage in the reservoir and they have hardly released," he added.

The bench the asked the Karnataka government, "Why are you not releasing?"

Senior advocate Shyam Divan, appearing for Karnataka, replied that the picture being projected before it was "extremely incorrect in every material respect".

"This is an extremely severe distress year and when you have an extremely severe distress year as in the present case, there is a mechanism and a machinery for the purposes of balancing," he said.

As far as the Cauvery basin is concerned, Divan said, there is enormous deficit and the CWMA is alive to the situation and has issued directions.

According to the first direction, Karnataka was required to ensure release of 3,500 cusecs of water for 15 days till August 11, he said.

Divan also referred to the subsequent direction to release 12,000 cusecs of water daily for 15 days from August 12, and placed the data before the bench.

He said releasing 12,000 cusecs was very difficult for Karnataka, but instructions have been issued to ensure that this level is maintained.

Divan said the flow was low during the first three-four days but Karnataka will make it up in next few days.

The Tamil Nadu government had earlier said the state was not getting its due share of Cauvery water in a rain deficient year.

The Joseph Vijay led-state government on August 3 approached the apex court seeking directions to the Karnataka government for immediate release of the water.

The state government, in its plea, claimed that the quantum allocated to it by the CWRC as well as that released by its neighbour Karnataka was far less.

A CWRC meeting on July 28 directed Karnataka to release 3,500 cusecs for 15 days starting July 29. However, the quantum of water released at Biligundlu ranged between 158 and 550 cusecs from July 29 to August 2, the state government said.

A press release issued by the Tamil Nadu government said that as of August 3, the combined total storage in the reservoirs in Karnataka -- KRS, Kabini, Harangi and Hemavathy -- stood at 77.537 TMC (thousand million cubic feet) and Karnataka would face no difficulty in releasing Tamil Nadu's due share proportionately.

Following rains in the catchment areas in the KRS and Kabini dams in Karnataka recently, the proportionate water to be realised at Biligundlu should be 26.954 TMC, it said.

"Accordingly, the Cauvery Water Management Authority order allocating 4.536 TMC is very less," the release added.

Karnataka has "failed" to share with Tamil Nadu its due share of water and the quantum was 26.954 TMC, the press release said.

Madras HC upholds DMK ex-Min Senguttuvan's conviction in Rs 81.42 lakh assets case

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>DMK,Madras HC,Senguttuvan,Assets case</media:keywords>

Madras HC

CHENNAI: The Madras High Court on Monday dismissed the appeal filed by four family members of former DMK minister BM Senguttuvan and upheld their three-year rigorous imprisonment for amassing Rs 81.42 lakh in disproportionate assets.

Justice GK Ilanthiraiyan held that the prosecution had established the charge of disproportionate assets against the accused in accordance with the law. "Now, the Chief Minister is taking legal measures to curb the drug menace across the State," the minister said.

Replying to the minister, Leader of the Opposition Udhayanidhi Stalin said the DMK leadership had removed Jaffer Sadiq from the party and he was subsequently arrested. He questioned whether the government had launched an inquiry into the minister, who was allegedly seen "grinding white powder" during an IPL match.

Replying to the LoP, Minister for Human Resources Management D Sarathkumar said he had already responded to the issue. "During the event, the DMK was in power. Did it mean that the drugs were sold very freely and were also available at the entrance of the stadium? There is no need to raise the issue again when I have already given a detailed reply," he said.

Public Works Minister Aadhav Arjuna, detailing drug use during the previous government, said there was no drug-use culture across the State until 2020. "There is a link between drug use and sexual harassment. Under the first phase, first-sale documents for plots in layouts and first-sale flats can be registered only online.

The move, announced earlier by Commercial Taxes and Registration Minister D Logesh Tamilselvan, is part of the department’s transition to the STAR 3.0 ecosystem. “The move is intended to improve transparency, reduce physical interface with registration offices,” Logesh said.

Builders, developers and applicants can create a login on the Registration Department portal and submit documents without visiting a sub-registrar office. Executants, claimants and witnesses have to upload Aadhaar details and complete biometric authentication through fingerprint or iris verification.

The department said registering officers will process applications within 24 hours, either registering them, returning them for correction or rejecting them. Documents returned for rectification can be resubmitted within 30 days.

Registered documents will carry the sub-registrar’s digital signature and remain downloadable through the user account for 60 days. Each page will also bear a QR code containing registration details, while a dynamic five-colour endorsement and digital verification mechanism are intended to guard against forgery.

The department expects the shift to reduce footfall at registration offices. Tamilselvan estimated that online registration could cut the crowd by about 30 per cent, while saving citizens time and travel costs.

Uproar in Assembly as Minister omits 'Kalaignar' when mentioning Karunanidhi; CM Vijay says sorry

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>M Karunanidhi,CM Vijay,Minister Ranjithkumar</media:keywords>

(L) Forest Minister RV Ranjithkumar, (R) Chief Minister C Joseph Vijay

Minister omits 'Kalaignar' when mentioning Karunanidhi

CHENNAI: An issue concerning the dignity and protocol of the Assembly came to the fore on Monday after Forest Minister RV Ranjithkumar referred to former Chief Minister M Karunanidhi by his name during the debate on the demands for grants for the Health and Revenue departments.

An unwritten convention has been followed in the Assembly that former Chief Ministers, including M Karunanidhi and J Jayalalithaa, are referred to with due respect rather than by their names.

The DMK strongly objected to the Minister's remarks. "Now, we are happy. We have safeguarded the trees by applying medicine to their wounds," the enthusiasts said.

"Advertisers do not realise the damage they are causing to the trees and, in turn, to themselves," said M Manikandan, coordinator of the organisation, pointing to a tree with large holes in its trunk. "Advertisement nailing is one of the causes of the death of this tree. The wounds may be small in the initial stages, but over time, they affect the growth of the tree," he claimed.

There used to be around 300 trees around the Teppakulam 12 years ago, providing green cover for people to rest during summer and for children to play in the evening. "Now, nearly 50 per cent of the trees have been removed in the name of commercial activities and tourism," said volunteer Manikandan, who has been living in the area for nearly 20 years.

"Our effort is to preserve the remaining trees. When we see locals watching our activities, we create awareness among them and engage them in the work," he added.

Citing a study by University of Oxford researchers published in Sustainable Cities and Society, the organisation members said Madurai was ranked the seventh most vulnerable city globally to extreme heat risk. The audit found bacteriological tests, other than total coliforms, to be unsatisfactory at eight stations in four zones during 2022-23 and 11 stations in five zones during 2023-24.

The CAG said the report covered instances identified during its 2019-20 to 2023-24 test audit, along with earlier cases not reported previously and, wherever necessary, instances from after 2023-24 as well.

According to the report, there are 5,908 railway stations under the Non-Suburban Group (NSG), and Indian Railways operated over 7,424 passenger trains (non-suburban) daily and carried 292.4 crore non-suburban passengers in 2023-24.

Outlining the purpose of the detailed inspection, the CAG said the Railway Board had issued various guidelines for the provision of passenger amenities at stations and that an audit was conducted to assess whether Indian Railways' efforts to ensure the provision of passenger amenities and sanitation at stations yielded the intended benefits.

The audit found that 458 out of the 512 selected stations, accounting for more than 89 per cent, were deficient in the provision of Minimum Essential Amenities (MEA).

It said that at these 458 stations, MEAs were either not provided at all or were available below the prescribed norms.

"In April 2018, RB (Railway Board) issued comprehensive instructions prescribing Minimum Essential Amenities (MEA), Recommended Amenities (RA) and Desirable Amenities (DA) for stations categorised as NSG 1 to NSG 6. But their numbers have increased significantly over the past few years, and they have become a major headache for farmers. Earlier, only one or two boars would come into our tapioca fields. Later, they started invading in groups and causing extensive damage. We installed the bio-fence for the first time in 2023-24 and found it effective in reducing the menace," said K Sivakumar (51), a farmer from Kattupatti near Uthangarai in Krishnagiri.

Further, the farmer said the repellent remains effective for about two and a half months before it needs to be replenished.

"While smaller and medium-sized wild boars generally avoid the fields because of the smell, larger animals occasionally breach the bio-barrier. We used the repellent last year around our 10-acre farm, where we cultivated tapioca and maize. This year, however, we shifted to plantain because of the heavy infestation affecting tapioca," he added.

TNAU to scale up bio-repellent production to keep wild boars away from fields

Farmers say the repellent itself is relatively affordable, but the labour involved in installing the bio-fence adds to the cost. Rainfall can also reduce its effectiveness, resulting in the repellent's wastage.

K Mugundan, a farmer from Pappireddipatti in Dharmapuri district, said the bio-fence had proved useful in protecting his uncle's tapioca farm. "We erected the bio-fence around a few acres of the farm during the tapioca harvest season last year to keep wild boars away. It considerably helped in reducing the menace," he said.

Farmers in and around Pappireddipatti have traditionally resorted to a range of methods to keep wild boars away, including staying awake through the night and bursting crackers whenever the animals approached.

Many farms also installed loudspeakers that played sounds of elephant trumpeting, other animals and crackers throughout the night. However, farmers said the animals gradually became accustomed to these sounds, reducing their effectiveness.

Some farmers continue to take turns keeping watch at night to prevent the animals from entering their fields.

In Coimbatore district, farmers have also reported positive results from the bio-repellent. Karthikeyan of Iruttupallam near Alandurai said the product had helped reduce wild boar intrusions into a seven-acre farm where vegetables and other crops were cultivated.

"We used the repellent three times on the farm, and wild boar intrusions reduced significantly afterwards," he said.

With the wild boar population and crop damage rising in several farming belts, farmers say the bio-repellent provides a more practical alternative to the increasingly difficult task of guarding fields through the night.

TNAU to scale up bio-repellent production to keep wild boars away from fields

<atom:author><atom:name>V Ashok Kumar</atom:name><atom:uri>/api/author/2371175</atom:uri></atom:author>

<media:keywords>Tamil Nadu government,Farmers,Tamil Nadu Agricultural University,Eco-friendly bio-repellent</media:keywords>

Farms damaged by wild boars

Farms damaged by wild boars

COIMBATORE: With wild boars' attacks reported on farms in western districts, the State government's initiative to help farmers has put the spotlight on a home-grown herbal solution that has already protected thousands of acres of crops across Tamil Nadu and neighbouring states.

The Tamil Nadu government, in its budget presented on August 6, announced a special wild boar damage prevention scheme under which an eco-friendly bio-repellent developed by Tamil Nadu Agricultural University (TNAU) will be distributed to farmers at a subsidised price to cover 14,000 acres.

Developed by the Agricultural Research Station (ARS) at Virinjipuram in Vellore, the plant-based repellent has emerged as a widely used tool to protect crops from wild boar incursions. Besides farmers in Tamil Nadu, the herbal solution is also being used in Kerala, Karnataka, Andhra Pradesh and Puducherry.

According to Dr V Sendhilvel, associate professor and head of the ARS in Virinjipuram, the bio-repellent has recorded a success rate of about 92 per cent in field studies.

"It couldn't achieve 100 per cent effectiveness because of the odour of certain pesticides used in crops, rain and inadvertent errors in erecting the protective fencing. With the government now announcing subsidised distribution, we are working to increase production to meet the expected demand substantially," he said.

The repellent has been found effective in protecting crops such as paddy, ragi, sugarcane, tapioca and groundnut.

Thanks to the repellent, farmers relieved from late night patrols

The frequency of application varies depending on the crop cycle. Groundnut farmers, for instance, generally need to use the repellent once, as wild boars tend to raid fields when the pods have filled, and the crop approaches harvest.

Sugarcane, an 11-month crop, requires about three applications, while paddy, with a crop duration of around three months, generally requires two applications.

Vellore, Krishnagiri and Dharmapuri are among the districts with particularly high demand, owing to the large wild boar population and the extent of crop damage reported by farmers.

Approved by the TNAU, the formulation is awaiting patent approval. Developed entirely from plant extracts, the product is biodegradable and is not expected to harm other insects or animals.

The growing demand for the product is reflected in its sales. From its commercial launch in 2016-17 until July 31 this year, a cumulative 109,473 litres of the repellent have been distributed to farmers.

The product recorded sales of 153 litres in 2016-17 and 148 litres in 2017-18. Demand increased to 276.5 litres in 2018-19 and 462 litres in 2019-20, before reaching 1,010 litres in 2020-21 and 1,724.5 litres in 2021-22. Sales stood at 1,010 litres in 2022-23.

The biggest surge came in 2023-24, when 1,00,709.5 litres were sold after the State government placed bulk orders for use in sugarcane fields. The repellent was subsequently supplied to farmers at a subsidised price.

Demand has remained steady since then, with sales of 2,138.5 litres in 2024-25, 1,751 litres in 2025-26 and 89.5 litres up to July 31 this year.

The ARS currently has an installed production capacity of up to 600 litres a day. Around 100 litres of the product is also supplied annually to neighbouring states.

Scientists at the research station are now working on a nano formulation that could enable the repellent's odour to disperse more rapidly and improve ease of application. Researchers are also exploring a formulation similar to household odour-repellent products to make its delivery simpler and more practical for farmers.

"The research is aimed at developing a product that is easier to handle and use. However, the impact of El Niño has affected sales this year," Sendhilvel said.

The current application method involves erecting a fence using wooden stakes about 2.5 feet high, placed at 10-foot gaps. An iron binding wire is tied at a height of about 1.5 feet, from which small plastic containers containing the repellent are suspended.

Each container, about 2 cm in diameter, is filled with five millilitres of the repellent. Around 100 such containers are required for an acre and need to be perforated below the neck to allow the odour to disperse. The agency has alleged that he functioned as an unauthorised intermediary and exercised undue influence over key decisions in Tasmac.

Investigators strongly believe that Rathesh could have escaped to a foreign country fearing arrest. The DVAC has already arrested at least two persons, including one Mulanoor Karthik, believed to be the head of Karur gang that allegedly operated to extract 'party funds' from bar owners.

The alleged irregularities took place between 2021 and 2025, when former minister V Senthilbalaji held the Prohibition and Excise portfolio. The former minister has managed to get anticipatory bail in the case. The case covers alleged manipulation of bar licence tenders, transport contracts, liquor brand approvals, and transactions involving distilleries, breweries, and bottling companies.

The DVAC has alleged that Rathesh Raj influenced the then Tasmac Managing Director S Visakan, an IAS officer, in matters including liquor brand approvals, bar licence tenders, and transfers of officials. Investigators have described him in the FIR as an "unauthorised power broker".

The case also concerns an alleged network involving bar operators and intermediaries. The DVAC has alleged that tender procedures were manipulated through proxy bidders and misuse of demand drafts, while transport contracts for TASMAC depots were allegedly diverted to favoured firms.

The agency has also alleged inflated or bogus transactions involving suppliers and distilleries, with illicit cash allegedly channelled as kickbacks.
The agency conducted searches at more than 40 locations across Tamil Nadu soon after registering the case and said incriminating documents were seized. Former minister Senthilbalaji and the other accused have denied wrongdoing, and the investigation is continuing.

GCP launches cybercrime awareness drive in schools, RWAs

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Greater Chennai Police,cybercrime,resident welfare associations,National Cyber Crime Reporting Portal</media:keywords>

A special programme on cybercrime being held at St. Gabriel Boys Higher Secondary School in Muthialpet

A special programme on cybercrime being held at St. Gabriel Boys Higher Secondary School in Muthialpet

CHENNAI: With a rise in cyber fraud cases across the country, Greater Chennai Police (GCP) have launched a targeted awareness campaign reaching out to schools and Resident Welfare Associations (RWAs) to educate citizens about emerging online scams.

On Friday (Augst 14), a special programme on cybercrime was conducted for students at St. Gabriel Boys Higher Secondary School in Muthialpet.

During the session, 175 students and 5 teachers were educated on various online threats including cyber stalking, phishing, part-time job frauds, loan scams, digital arrest, fake investment and trading schemes, matrimonial frauds, lottery and courier scams.

During the interaction, police urged teachers to extend the awareness to students and also discuss these threats with parents at home. The court adjourned the case to October 05.

The petitioner, advocate Theeran Thirumurugan from Madurai, in his Public Interest Litigation, said he was shocked to find widely circulated videos showing students of Alagappa Model Higher Secondary School, Karaikudi, allegedly raising the slogan “TVK... TVK” during a government function held on August 3 in the presence of dignitaries, including a minister.

The videos and media reports also created an impression that the slogans were not immediately restrained, he contended.

The petitioner said schools must remain insulated from partisan political influence as students are minors and at a formative stage of intellectual and emotional development. Educational institutions should instead foster independent thought, scientific temper, constitutional morality and democratic values, he said.

Government in dock over TVK chant at Karaikudi school

“Irrespective of the political party involved, school students should neither be encouraged nor permitted to participate in partisan political slogans, political campaigns or political demonstrations within educational institutions or during official government functions conducted on school premises,” he said.

If such practices continued unchecked, government schools and other educational institutions could gradually become platforms for political mobilisation, compromising the objective of providing children with a free, fair, impartial and politically neutral educational environment, he contended.

The petitioner further contended that the issue was not confined to one school. There were no comprehensive State-wide SOPs or binding administrative guidelines governing political activities during government functions on school campuses, he said, adding that the absence of such guidelines could result in similar incidents recurring across the State.

He had submitted a representation to the Chief Secretary and the Additional Chief Secretary, School Education Department, on August 3, seeking an inquiry into the reported incident and formulation of State-wide guidelines to prevent the use of school students and educational institutions for partisan political activities. As he received no effective response, he approached the High Court.

4 booked for threatening elderly couple in Madurai

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>Madurai,FIR,Police,tamil nadu crime</media:keywords>

Representative image

FIR

MADURAI: The Thallakulam police have registered an FIR against four persons for allegedly issuing death threats to a 74-year-old man and his wife at Narayanapuram in Madurai.

In his complaint, Jesudas (74) claimed that Edwin, his wife Veena and Veena's sisters Bagiyaselvi and Juliet Rani allegedly abused and threatened him and his wife when they were alone at their house on July 1, in matters related to a property dispute.

The police registered an FIR against the four under sections relating to obscene or abusive speech and criminal intimidation and are investigating.

1,800 students receive BEd allotment orders in first counselling phase

<atom:author><atom:name>DT NEXT Bureau</atom:name><atom:uri>/api/author/2371163</atom:uri></atom:author>

<media:keywords>students,counselling,college,Bed</media:keywords>

Counselling under way for BEd

Counselling under way for BEd

CHENNAI: College allotment orders have been issued to 1,800 students who participated in the first phase of online counselling for BEd admissions for the 2026-27 academic year.

Online applications for B Ed admissions were invited from June 19 to July 31.
