The Kalaignar Kanavu Illam Scheme (KKIS) is a housing programme launched by the Tamil Nadu government in 2024. The primary objective of the scheme is to provide free permanent concrete houses to economically weaker families living in huts or dilapidated houses in rural areas of the state.

Under the scheme, eligible beneficiaries receive financial assistance from the government to construct a permanent house with basic amenities.

Estimated construction cost of Rs 3.50 lakh per house

Targeted mainly at rural hut-dwelling families

Land will be provided to beneficiaries who do not own land

Eligibility criteria

Applicants must meet the following conditions to qualify for the scheme:

Must be a resident of Tamil Nadu

Family should be living in a hut or unsafe dwelling

Must belong to the economically weaker section

Should not own a permanent (pucca) house anywhere in Tamil Nadu

Priority will be given to:

SC/ST families

Widows

Persons with disabilities

Destitute women

Meeting the eligibility criteria does not automatically guarantee selection, as final approval depends on verification by local authorities.

Aadhaar card

Ration card

Address proof

Income certificate

Community certificate (if applicable)

Bank account details

Passport-size photograph

House condition certificate (verified by officials)

Applicants are advised to ensure all documents are valid and up to date to avoid rejection.

How to apply

Applications are currently offline only and handled through local government offices.

Step 1: Visit the local Panchayat office

Approach your Village Panchayat or Town Panchayat office to enquire about the scheme.

Step 2: Submit application request

Request the application or express interest to the Village Administrative Officer (VAO) or Panchayat officials.

Step 3: Document submission

Submit all required documents such as Aadhaar card, ration card, and income certificate.

Step 4: Field verification

Government officials will conduct a field inspection to verify:

Condition of the house

Family income

Eligibility details

Step 5: Beneficiary selection

Eligible applicants will be shortlisted based on priority categories and government norms.

Step 6: Approval and house construction

Once approved, funds will be released in phases and construction will begin under government supervision.
