Remove creamy layer rule for OBCs: Ramadoss urges Centre

Alleging that the creamy layer is being used as a tool to deny reservation rights to backward castes, Ramadoss pointed out that there is an honest system in motion to implement the creamy layer.

CHENNAI: Highlighting that there is no Supreme Court injunction against the removal of the creamy layer in the OBC reservation, Pattali Makkal Katchi (PMK) founder S Ramadoss urged the central government to enact suitable Constitutional amendments to remove it.

In a statement, the senior leader recalled the top court's observation that it does not want to intervene in the issue of implementing the creamy layer methodology in central government jobs and institutions, adding, “In the Constitution given by Ambedkar, there is no mention of creamy layer. The system was introduced based on the apex court’s judgment on the Indra Sawhney case. The government can remove the creamy layer if it intends to.”

He alleged that the creamy layer is being used as a tool to deny reservation rights to backward communities.

“OBC reservations for central government jobs were introduced 35 years ago. However, the representation of OBC has not crossed 20 per cent till now. So, the central government should take steps to amend the Constitution to ensure the removal of the creamy layer system,” he urged.
