Rs 5,000/tonne fine on violators of construction waste SOP violators: Chennai Corporation

Under the new enforcement mechanism, vehicles involved in illegal dumping will be immediately seized

CHENNAI: The Greater Chennai Corporation (GCC) has rolled out a Standard Operating Procedure (SOP) to curb unauthorised dumping of construction and demolition (C&D) waste, imposing a fine of Rs 5,000 per tonne on violators.

According to the SOP, unauthorised disposal of debris on roads, pavements, stormwater drains, canals, waterbodies and vacant sites has become a major issue, causing air pollution, traffic hazards, flooding risks and public nuisance.

Under the new enforcement mechanism, vehicles involved in illegal dumping will be immediately seized. Photographic evidence of the vehicle and dumped material must be recorded and uploaded by enforcement teams through a designated mobile application.

The fine will be calculated based on the volume of debris dumped and collected through POS devices. Officials clarified that the seized vehicles will be released only after the full penalty amount is paid.

The measures will be enforced across all GCC zones with immediate effect. The initiative is in line with the Clean and Safe Construction Guidelines, 2025 and the Construction and Demolition Waste Management Guidelines, 2025, aimed at ensuring better waste regulation in the city.
