Upward movement gives a candidate an opportunity to move from the currently allotted college or branch to a higher preference in the candidate's original choice list, if a seat becomes available.

For instance, if a student is allotted their fifth choice and opts for ‘Accept and Upward’, they can wait for seats in choices one to four to become available. If none becomes available, the candidate retains the earlier allotment.

• Scenario A (Higher choice opens up): A student ahead of you vacates their seat in your 2nd choice. The system automatically upgrades you to your 2nd choice. Your 5th choice is then given to someone else. You must accept the new upgrade.

• Scenario B (No vacancies): Choices 1 through 4 remain full. The system keeps you locked into your original 5th choice. You do not lose your seat.

TNEA's counselling procedure provides multiple options depending on whether the candidate wants to retain the seat, seek upward movement or exit counselling.

The options include Accept and Join, Accept and Upward, Decline and Upward, Decline and Quit, depending on the counselling stage.

If you are satisfied with the seat you have received but still want to try for a higher preference, you can choose ‘Accept and Upward.’

A candidate choosing this option receives a tentative allotment order and must report to the designated TNEA Facilitation Centre (TFC), pay the prescribed fee and submit the original certificates to hold the current seat while participating in upward movement.

• Step 1: Submit online confirmation: Select ‘Accept and Upward’ on the official TNEA portal within the 2-day confirmation window.

• Step 2: Physical TFC reporting: You must physically report to a designated TNEA Facilitation Centre (TFC). There, you must pay the prescribed tuition fee and surrender your original certificates. This acts as a security deposit to hold your current seat while the algorithm processes the upward movement.

If a higher-order choice becomes available, the candidate can be moved to that preferred seat through upward movement.

Seats of candidates who do not report to their allotted college or TFC within the prescribed deadline are pooled and can subsequently become available for upward movement. 

• The seat source: Upgraded seats come directly from candidates who either failed to confirm their tentative allotments online or missed their physical TFC reporting deadlines.

• The automatic transfer: Because you already paid your fees and surrendered your original certificates at the TNEA Facilitation Centre (TFC) during the tentative confirmation phase, the TNEA system will automatically transfer your records and funds to your newly allotted, higher-preference college.

If you choose ‘Accept and Upward’ and no higher-preference seat becomes available, your existing allotment is retained.

So, unlike simply declining the seat, accept and upward allows a candidate to hold the current seat while waiting for a better option.

Yes. TNEA also provides a ‘Decline and Upward’ option.

Under this option, the candidate declines the currently allotted seat and waits for upward movement. However, if a higher-preference seat is not allotted during upward movement, the candidate will not retain the earlier seat. One can still participate in the next round of counselling.

In TNEA, 'Decline and Upward' is a confirmation option where a student declines their current seat and waits for a higher preference to become available

• Scenario A (Higher choice opens up): If a vacancy becomes available in any of your higher-preference choices, the algorithm will allot that seat to you. You will receive a new tentative allotment.

• Scenario B (No vacancies open up): If all your higher-preference choices remain completely full, you are left with no seat at all. You cannot reclaim the seat you declined, and you will be moved out of the current round's general allotment phase. However, you can still participate in the next round of counselling.

Candidates must confirm their allotted seat within two days from the date of allotment.

Failure to confirm the allotment within the prescribed period results in the candidate losing the allotted seat and being moved to the next round, as applicable under the counselling procedure. 

The portal strictly closes the submission window at 5:00 pm on the second day.

If you fail to select a confirmation option (such as Accept and Join, Accept and Upward, or Decline and Upward) within these two days, then:

• Immediate forfeiture: You automatically lose the allotted seat, and it is permanently removed from your account.

• Counselling relegation: You will be moved out of the current seat allocation phase and pushed to subsequent counseling rounds or supplementary phases, depending on the remaining vacancy rules.

Candidates who are satisfied with their allotted seat and choose “Accept and Join” must download their provisional allotment order and report directly to the allotted college on or before the date specified in the order.

They must complete the admission formalities and pay the applicable fees. Failure to report or pay the required fees will result in cancellation of the allotment, and the candidate will not be considered for further rounds.

A tentative allotment order is issued to candidates who choose ‘Accept and Upward.’

Such candidates have to report to the designated TFC, submit their original certificates and pay the prescribed tuition fee within the specified deadline. This confirms their participation in upward movement while holding their current allotment.

If you miss your reporting deadline, your allotted seat is immediately and permanently cancelled, and you lose all rights to that college or branch.

Candidates with provisional allotments must report to the allotted college, while those with tentative allotments must report to the designated TFC and complete the required formalities. Seats of candidates who fail to report can subsequently be offered to candidates waiting for upward movement.

Yes. Candidates who have confirmed upward movement and later decide not to join the provisionally allotted college can obtain their original certificates by reporting to the respective TFC and following the prescribed procedure.

The TNEA 2026 brochure states that 75 per cent of the fees paid at TFCs will be refunded after completion of the required approval process

If you are not allotted a seat during your initial round, you are not eliminated from the system, but you must take immediate strategic action to secure a seat in the next available phase. 

1. Relegation to subsequent rounds: If your choice list was too short or your cutoff score did not match the demand for the colleges you selected, you will automatically be moved to the next general counselling round (if any remain) or the Supplementary Counselling phase.

2. The supplementary counselling phase - This phase is specifically designed to fill vacant seats across all engineering colleges in Tamil Nadu. You will be required to log back into the portal, look at the updated vacancy list, and submit a fresh choice preference list.

3. Full fee refund policy - If you paid your initial deposit or registration fees but never received any seat allotment throughout the entire counselling cycle (including general and supplementary rounds), you are eligible for a 100 per cent full refund. 

Candidates should use the official TNEA portal for allotment orders, choice filling, confirmation and other counselling activities.

Instructions specifically state that online counselling activities should be carried out through the official TNEA/Directorate of Technical Education portals.
