CHENNAI: The five-day special session of Parliament began on Monday in which the parliamentary proceedings will be shifted from the old to the adjacent new state-of-the-art building on September 19.

Union Minister of Parliamentary Affairs Pralhad Joshi on Sunday stated that the Session will provide 5 sittings spread over a period of 5 days, besides informing that eight legislative items are likely to be taken up during this session.

"Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings" will also be discussed.

On Sunday, Vice President Jagdeep Dhankhar hoisted the national flag atop "Gaja Dwar" of the new Parliament building.

Lok Sabha Speaker Om Birla was also present on the occasion. The Special Session of the Parliament will be held from September 18 to 22.

After weeks of no information about the agenda, the government last week announced an agenda that included bills to be taken up for consideration and a discussion on "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings".

Earlier, on Sunday, Union Minister of Parliamentary Affairs Joshi requested all parties for active cooperation and support for the smooth functioning of the two Houses of Parliament.

The meeting of all the floor leaders of political parties in the Parliament was attended by various ministers including Union Minister Piyush Goyal, who is also Leader of the House in Rajya Sabha, Union Minister Arjun Ram Meghwal and Union Minister V Muraleedharan and 51 leaders from 34 parties.

Joshi shared with leaders that there would be a photo session from 10.00 am to 10.45 am on September 19, 2023, followed by a function in the Central Hall starting at 11.00 am which will be graced by the Vice-President/Chairman, Rajya Sabha, the Prime Minister, Speaker, Lok Sabha, Leader of the House in Rajya Sabha, Minister of Parliamentary Affairs, Leader of Opposition in Rajya Sabha and Leader of Largest Opposition Party in Lok Sabha and the Members of both the Houses of Parliament.

After the conclusion of the function in the Central Hall, both Houses will meet in their respective Chambers in the New Parliament House.

The announcement of the Special Session came as a surprise in political circles with the parties gearing up for assembly polls in five states later this year.

Prime Minister Narendra Modi says "...India will always be proud that we became the voice of the Global South during the G20 Summit and that the African Union became a permanent member of the G20. All this is a signal of India's bright future. 'YashoBhoomi' an international convention centre was also dedicated to the country yesterday..."

PM Narendra Modi says, "...This session of the Parliament is short but going by the time, it is huge. This is a session of historic decisions. A speciality of this session is that the journey of 75 years is starting from a new destination...Now, while taking forward the journey from a new place...we have to make the country a developed country by 2047. For this, all the decisions of the time to come will be taken in the new Parliament building..."

PM Narendra Modi says, "This is a short session. Their (MPs) maximum time should be devoted (to the Session) in an environment of enthusiasm and excitement. Rone dhone ke liye bahut samay hota hai, karte rahiye. There are a few moments in life which fill you with enthusiasm and faith. I look at this short session like that."

Modi says "Tomorrow, on Ganesh Chaturthi, we will move to the new Parliament. Lord Ganesha is also known as ‘Vighnaharta’, now there will be no obstacles in the development of the country... 'Nirvighna roop se saare sapne saare sankalp Bharat paripoorn karega'...This session of Parliament may be short, but it is historic in scope"

Lok Sabha Speaker Om Birla says "I want to congratulate each and every Indian for the successful organisation of the G20 Summit. I also appreciate PM Modi's vision to dedicate this Summit to the people of the country. India's presidency of the G20 has been people-centric and in the coming decades, it will give us a new direction. Under the leadership of PM Modi, the New Delhi declaration was unanimously accepted by the leaders of the world. India has been the voice of the Global South and under the leadership of PM Modi, the African Union became a permanent member of the G20..."

In Lok Sabha, PM Modi says, "India will be proud that when it was the president (of the G20), the African Union became its member. I cannot forget the emotional moment that when the announcement was made, African Union President said that perhaps he will break down while speaking. You can imagine the fortune India had, to fulfill such a huge hopes and expectations...It is India's strength that it (unanimous Declaration) became possible...Under your chairmanship the P20 - Summit of G20 Parliament Speakers - you announced, will have our full support."

Post-Independence, many expressed doubts about country's success; but the power of this Parliament proved naysayers wrong: PM Modi.

"Many people have a tendency of being suspicious about India, and this has continued since Independence. This time too (referring to the G20), they were confident that there will be no declaration. However, it is India's strength that it happened," says PM Modi in Lok Sabha. 

 Prime Minister Narendra Modi says "Bidding goodbye to this building is an emotional moment...Many bitter-sweet memories have been associated with it. We have all witnessed differences and disputes in the Parliament but at the same time, we have witnessed 'Parivaar bhaav'..."

In Lok Sabha, PM Modi says, "There was a terror attack (on the Parliament). This was not an attack on a building. In a way, it was an attack on the mother of democracy, on our living soul. The country can never forget that incident. I also bow before those who took bullets to their chest to protect the Parliament and all its members, while fighting the terrorists..."

Over 7,500 members have so far contributed to both Houses; about 600 women MPs have enhanced dignity of both Houses: PM Modi in LS.

From Nehru to Shastri to Vajpayee, this Parliament has seen several leaders presenting their vision of India: PM Modi in Lok Sabha.

This House also witnessed 'cash for votes' scam during the tenure of Prime Minister Manmohan Singh: PM Modi in Lok Sabha.

"As we leave this Parliament building, I want to remember those journalist friends who spent their lives reporting on the Parliament. They conveyed the information from here to the country, even when there was no technology available," says PM Modi in Lok Sabha.

Prime Minister Narendra Modi says "Many MPs attended the session despite health issues. During the COVID-19 crisis, our MPs attended the proceedings of both of the Houses and performed their duties...With the feeling that India's growth journey should not be impacted, all the members considered this House as an important part of their duty...After independence, many critics thought about whether India would remain united or not but we proved all of them wrong... People's trust in the Parliament remain intact."

This Parliament saw a party with just four MPs sitting in power, while the party with more than 100 MPs sat in opposition: PM Modi.
