According to sources, Pankaj Kumar Bansal, CMD of Tangedco has given the direction to go for paperless communication and directed the officials not to bring the files for his clearance and asked them to send the scanned documents for his scrutiny and approval.
To dispense with paper communication, the CMD of Tangedco has approved a proposal made by the chief engineer of the IT wing plan to integrate with the inventory management system to implement the paperless communication.
In a first step towards ensuring seamless communication, the officials were instructed to make use of the scanned copy of physically signed document until procurement of the DSC dongle based digital signature for the official communication, a note approved by the CMD said.
For official communications, Tangedco proposed to make use of e-sign using E-Hastakshar which enables officials and even public with valid Aadhaar ID and registered mobile number to carry out digital signing of their documents online.
“E-authentication using e-Pramaan — A National e-Authentication Service provided by C-DAC (Centre for Development of Advanced Computing), Ministry of Communication and Information Technology may be utilised to authenticate the external agencies to access the organisational web portal for vendor registration and online invoice submission to achieve paperless secured and legitimate communication between external agencies,” it said.
The board proceeding dated September 14 said that DSC dongle based digital signature and e-mail based OTP may be utilised for all purposes till the completion of eSign and e-Pramaan integration work with C-DAC.
E-mail based OTP to authenticate the internal users as second factor of authentication to ensure more secured authentication for approval or issue of various critical activities in the application in order to implement secured paperless communication, it noted.
“Till procurement of DSC dongle scanned copy of physically signed document may be utilised, to ensure seamless implementation,” it added.
