Sources in Secretariat said, “Still 20 percentage of the works for the memorial are pending. The decision to fix the date to inaugurate the memorial would be taken by Chief Minister Edappadi K Palaniswami as the government is now busy with the next Assembly session and urban local body elections.”

The announcement to construct memorial was made by Deputy Chief Minister O Panneerselvam while presenting the Budget on March 15, 2018. The State allotted Rs 50.8 crore for the memorial to be constructed behind the memorial of former Chief Minister M G Ramachandran, near Marina beach, and announced that the memorial will be in the shape of ‘Pheonix’. An official from the Information and Publicity Department said that works for eight out of ten components have been completed. “Work for constructing museum on the left side of the memorial and knowledge centre on the right side of the memorial are about to be completed and will be ready for inauguration soon,” he said. The foundation stone for the memorial was laid by Palaniswami on May 7, 2018 and it was announced by him that the memorial would be inaugurated on her birthday, this year.
