Mandatory e-pass was not required for intrastate travel while those travelling to hill stations and international travellers entering the State have to go for e-registration, the State government informed the Madras High Court on Wednesday.

Advocate General Vijay Narayan made the submission before the first bench comprising Chief Justice AP Sahi and Justice Senthilkumar Ramamoorthy that a Government Order (GO) has also been issued, doing away with the earlier mandatory requirement of e-passes for travel.

However, international travellers entering the State and those heading to hill stations must complete e-registration prior to their travel, the Advocate General said. Under the e-registration process, travellers should provide basic details like the address and contact number for the purpose of contact tracing in case of a spike in COVID-19.

The e-registration process was automated, and no prior approval was needed for such travel, he added.

The submissions were based on a public interest litigation challenging the restriction imposed by the government prohibiting travel to hill stations in the State. The petitioner, KR Ezhil Nadhi, contended that the e-registration requirement should be post-travel and the authorities should not insist for a pre-travel registration.

However, the bench refused to concede to such submission and disposed of the plea after holding that the State has largely resolved the problem by passing the GO.

During the hearing, Chief Justice Sahi also observed that during his recent visit to Kanniyakumari, he noticed that at least 800 out of 1,000 people failed to wear masks. He made the police make an announcement asking people to wear masks to protect themselves and personally distributed 250 masks through the Legal Services Authority, the CJ added.
