    Citing bill delay, HCL refuses to upgrade CoP office computers

    Upgradation of the computer systems at the Chennai City Commissioner of police office have hit a road block as the technology provider HCL Services Ltd has refused to upgrade and maintain the systems installed at the Commissionerate due to delay in settling the bills.

    According to highly placed sources, the payment of Rs. 17 lakhs towards upgradation of the existing systems, which include control room monitoring and other data related services, had to go through the mandatory multi-level checking and approval as per the government norms but the company was not ready to accept the delay. 

    “They even turned down a request from an Additional Commissioner and were arrogant in their approach. We have not delayed the payment purposefully as it has to go through the mandatory government procedure. We have got the amount approved but HCL has refused to upgrade the systems,” a senior police official told DTNext

    Now the city police officials are trying to put pressure on the HCL Services Limited management through people known to the management. “We have to plead before the company as only they can upgrade and manage the systems.  The entire computer and allied systems has been installed by HCL and no other company can upgrade it,” the official added. According to sources, the company management was not ready to accept the delay in payment for upgradation and have told the commissioner office administration that the time period given by the company to the police for remitting the payment had got expired and they could not execute the up-gradation. If the company refused to upgrade the system, many basic police functions would be affected and the government will have to go for replacement of the entire systems installed at the Commissionerate. 

    “It is not a financially viable option and also it would take a longer time to materialise. So, we are now trying to convince the company management but they are very adamant. This is a public office and no companies should treat us like other commercial entity,” the official added. DTNext contacted the HCL spokesperson who did not want to comment.
