CHENNAI: To study the impact of the DMK government’s ambitious Illam Thedi Kalvi (Education at your doorstep) scheme, the School Education Department has invited firms to bid on impact assessment among students of government schools in the State. The selection of a firm to carry out the assessment will be done soon, said sources.

To bridge the learning gap among students caused due to the pandemic, the Illam Thedi Kalvi (ITK) was launched by the Tamil Nadu government in October last year for students in classes 1 to 8. The scheme was initially implemented in 12 districts and later extended to other 26 districts in TN.

Under component A of the proposed impact assessment, the selected firm will evaluate students’ progress and learning competencies in Tamil, Mathematics, and English for classes 3,5 and 8 and students’ improvement in reading and writing skills.

Additionally, the impact on the existing school systems in terms of the effect on retention, absenteeism and enrollment will also be studied.

Subsequently, under component B, the firm will also assess and understand the key factors which lead to volunteer and community participation as well as continued engagement through the Civil Society Organisation (CSO), School Management Committee (SMC) with education department bodies like state, district and school-level committees.

Further, the firm will also study and document the perceptions of the volunteer community and parents’ engagement and empowerment, specifically for women volunteers, detailed in the proposal. The tentative dates to work on these objectives have been set for eight months.

Speaking to DT Next, an official with ITK said, “There is a scientific need to conduct the impact assessment of the scheme. As per the outcome of the study held by the selected firm, course correction will be done.”
