A division bench comprising Justice S Manikumar and Justice Subramonium Prasad, while taking strong exception to the way the whole file with official jottings was handed over to the petitioner said, “The said procedure adopted by the Public Information Officer, is unheard of more so, when the nomenclature of the department itself is ‘Confidential and Cabinet Department’.” The bench was passing the interim order while hearing a PIL challenging the appointment of G Theva Neethi Dhas, former secretary to Lt Governor Kiran Bedi as officer on special duty to her. The case has been posted to October 24.
