On September 26, an agitation was held at Chepauk demanding the release of all seven Rajiv Gandhi assassination case convicts, in which Velmurugan participated.
Police, after going through the video of his speech, said that his statements were inflammatory and spread hatred against the government. The police have booked him under Sections 153 (wantonly giving provocation with intent to cause riot), 153A (1)(a)(b) (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony) and 505 (1)(b) (intent to cause fear or alarm to the public).
However, the police were non-committal on the possibility of arresting Velmurugan.
