Under new system, Treasury to settle bills the same day
Bills submitted to the treasury will be settled on the same day as against the present practice of 6 to 10 days once the State government rolls out the Rs 289 crore Integrated Financial and Human Resources Management System (IFHRMS) for all the district and subtreasuries in Tamil Nadu, said treasuries and accounts department commissioner TS Jawahar on Tuesday.

Inaugurating a four-day training programme for treasury and accounts staff in Vellore, he said the project, which is expected to become operational by this November, would enable drawing and disbursing officers (DDOs) all over the State to work in real time.Â
IFHRMS would also help to route payments through the RBI instead of the current practice of routing it through commercial banks, Jawahar said. This would save the State government a significant amount in bank charges, he added.
Stating that the project is also aimed at digitizing service records of 9 lakh government employees, Jawahar said IFHRMS would enable timely preparation of staff panels due to the online availability of staff records, which in turn would lead to quicker postings and transfers.Â
The 29,000 DDOs across TN would be alerted if there is any glitch in submission of bills, enabling them to rectify it immediately, he said.Â
Other benefits include reduced workload for staff, reduced paperwork as well as the doing away with the physical job of carrying government bills to the treasury.
While IT majors Accenture and Wipro were roped in as consultants and system integrator respectively for the project, Price Waterhouse Cooper would be the third-party audit agency, Jawahar added.Â
Senior district officials including Collector SA Raman, Sub-Collectors K Meghraj (Tirupattur), B Priyanka (Vellore) and SP P Pagalavan were present during the inaugural function.
