Tangedco lost over Rs 1,200 cr in 16-17 due to inefficiency: CAG
The Tamil Nadu Generation and Distribution Corporation Limited (Tangedco) has suffered a total loss of Rs 1,203 crore due to operational inefficiencies in Gas Turbine Power Stations (GTPS) across the State.

This damning revelation was highlighted in the report of Comptroller and Auditor General (CAG), which was tabled in the Assembly on Monday.
The power utility has an installed power capacity of 7,144 MW in the State including 516 MW sourced from GTPS. There are four main stations in the State, namely Kuttalam Gas Turbine Power Station (KGTPS), Thirumakottai Gas Turbine Power Station (TGTPS), Valuthur Gas Turbine Power Stations I and II (VGTPS-I and VGTPS-II).
The performance of the GTPS is measured by Plant Load Factor (PLF). According to Tangedco, the ideal PLF for a GTPS should be 80 per cent but in three of the four GTPS, except VGTPS-I, the PLF stood between 40.88 to 50.46 per cent in 2016-17. The low PLF percentages resulted in the loss of generation of 4,396.66 million units valued at Rs 1,203.46 crore.
The decline is attributed to authorities not carrying out periodical maintenance, forced outages, reduced generation due to operational problems and high station heat rate.
Tangedco did not adhere to the committed annual maintenance schedules, which led to forced outages in GTPS and loss of generation of 2,491 million units valued at Rs 749.56 crore.
VGTPS-II tripped in January 2015, which fell within the warranty period of the original equipment manufacturer. Although the manufacturer was responsible for the fault, Tangedco bore the entire cost of rectification to the tune of Rs 58.74 crore citing emergency.
There was also shortfall in supply of committed quantity of gas by Gas Authority of India Limited GAIL). As a result, there was loss of generation of 1,993.84 million units, amounting to a contribution loss of Rs 599.6 crore, the report stated.
Main oppn for CBI probe into coal scam
The Leader of Opposition MK Stalin on Wednesday demanded a CBI probe into the irregularities committed in the import of coal by Tangedco that led to the power utility suffering a loss of Rs 1,500 crore. Describing the report of Comptroller Auditor General of India (CAG) as an ‘encyclopedia’ which exposed the failures of the Chief minister and his ministers, who were also emptying the State’s coffers, Stalin cautioned that the DMK would move the court if a CBI probe is not ordered into the issue.Â
Quoting the CAG report that the Tangedco had advised the contractors to quote higher price even though coal price was on the decline internationally, Stalin said the irregularities of the AIADMK regime has been exposed with evidence, including the Rs 607 crore loss suffered by Tangedco owing to the import of sub-standard coal. Making a mention of another CAG finding that the 2015 floods was a man-made disaster, Stalin demanded that a criminal case be booked to expose the real culprits who had released 20,000 cusecs from Chembarambakkam in 21 hours and gambled with the lives of people.
