    Referring to the circular of Ministry of Personnel and Administrative Reforms, which has proposed allocation of cadre based on the foundation course, Stalin, in a statement, said the new guidelines were only an attempt to disrupt social justice even in all India service exams.

    Describing the proposed guidelines as a form of NEET in UPSC recruitment, he said the BJP was trying to thrust the foundation course module in UPSC recruitment unable to bear the entry and contribution of Backward Classes and Scheduled Castes in the IAS.

    Accusing the BJP regime and PM Narendra Modi of daring to entrust the fate of UPSC trainees, who crack the exams after facing numerous hurdles, in the hands of a dozen professors in the institute at Mussoorie, he said the proposal has exposed the doublespeak of the PM and his party which has been claiming that it was striving for the welfare of SC/STs and OBCs.

    Stating that the country would not tolerate the attempts by the BJP to impose a NEET in the civil services exam through the foundation course, Stalin urged the PMO to recall the circular and revert to the existing system of allocating cadres based on the marks obtained by the candidates.
