New Cauvery Authority toothless, state must appeal in SC again: Vaiko
MDMK general secretary Vaiko on Saturday said the Cauvery Water Management Authority ordered by the Supreme Court has no powers to implement the Cauvery Water Disputes Tribunal’s verdict and demanded that Tamil Nadu should appeal in the Supreme Court to constitute a Constitutional Bench to hear the case again.

He quoted portions of the tribunal’s order and the Centre’s draft scheme accepted by the Supreme Court and said the tribunal verdict had been diluted in the scheme. The tribunal had recommended the Bhakra-Beas Management Board for water sharing and it had said, “In our opinion, the necessity of setting up a suitable mechanism is of utmost importance besides whatever machinery is set up should be adequately empowered to implement the tribunal’s decision as otherwise, we are afraid of our decision would be only on a piece of paper.” Quoting from the tribunal, Vaiko said, “The mechanism shall have to be independent in character comprising of technical officers from the governments of the party states on lines of Bhakra-Beas Management Board to achieve the objective of the distribution of waters as per equitable shares determined by the tribunal.”
But as per the Centre’s scheme the Cauvery Water Management Authority is given powers only for “supervision of operation of reservoirs and with regulation of water release there from with the assistance of regulation committee.” He cited the portion of the scheme which said the reservoirs in the basin shall be operated in an integrated manner by the ‘concerned state’ and said it made it clear that the dams would be in control of Karnataka.
He also quoted the portions of the scheme which said, “If the Authority finds that any government of the party states do not cooperate in implementing the decision of the tribunal, it can seek the help of the Union government for implementation of the award” and asserted that CWMA could only seek Centre’s help and had no powers to ensure water release.
He asked the state government to convene an all-party meeting to discuss the scheme and protect Tamil Nadu’s rights.
MDMK, NTK workers injured in clash at Tiruchy airport
Tension prevailed at Tiruchy airport when a clash erupted between the MDMK and the Naam Tamilar Katchi cadre while welcoming their respective leaders- Vaiko and Seeman on Saturday. A few cadre from both sides sustained injuries. The commotion erupted around 10 45 am as both the leaders arrived in the same flight at the Tiruchy airport. The NTK cadre kept on sloganeering while Vaiko addressed the reporters. The MDMK workers request to keep quiet for a while was ignored by the NTK workers as Seeman was waiting inside the airport.
After Vaiko left, MDMK workers argued with NTK cadre over their behaviour. This snowballed into an all out assault by the members of both the parties. Public was forced to take cover from the attacking men who kept on hitting at each other even though most of them sustained bleeding injuries. Police and senior party leaders engaged them in talks and brought the situation under control nearly after 45 minutes. Seeman, who came out of the airport terminal, told reporters that he would enquire about the incident. Vaiko, who returned from Ariyalur visited the injured MDMK cadre admitted in the government hospital.
