Tamil Nadu forms panel to rationalise govt jobs, outsourcing on cards
With the State reeling under fiscal deficit of Rs 41, 977 crore, the government, in a first, has formed a Staff Rationalisation Committee to reduce revenue expenditure.

Retired bureaucrat S Audiseshiah has been appointed as chairman of the committee and he has to submit a report in six months.
The terms of reference of the committee, as the notification stated, are, “To evaluate staff structure in various departments and identify non-essential posts, so as to reduce revenue expenditure and also identify categories of posts which can be outsourced or taken care on a contractual basis for an initial period as a measure to control expenditure.”
The committee can also address other issues on administrative expenditure management and make suitable recommendations, according to orders issued by Finance Secretary K Shanmugam.
MA Siddique, Secretary (Expenditure), Finance Department, has been appointed as the Ex-officio Secretary to the committee. Former bureaucrat MG Devasahayam said, “Staff rationalisation can result in effective administration only if carried out without any prejudice such as cost-cutting. It may benefit sectors such as transport and electricity which are overstaffed. To operate a bus, the ideal manpower requirement is 4.5 whereas it is 6.5 in state-run transport corporations. Introduction of contractual appointment would only result in corruption,” he noted.
Peter Anthonysamy, president, Tamil Nadu Secretariat Association, said, “Staff on contractual roll would not have the same commitment as a confirmed government employee. Our association would oppose this initiative,” he said.
