    Ease of Doing Business Bill to be tabled

    Reeling out the plans for the state, Governor Banwarilal Purohit said that the government would table the Ease of Doing Business Bill in the present session of the Assembly and rolling out of ‘Integrated Farming Scheme’ through the ensuing budget.

    “The Tamil Nadu Business Facilitation Ordinance 2017 was promulgated on October 28 and the bill for enacting it will be introduced in the legislature in the current session,” he said.

    Pointing out the existence of Online Single Window Clearance Portal set up for providing clearances and renewals across 11 departments, he said that the Business Facilitation Act would strengthen the system. It would have stipulated timelines for approval and providing deemed approval for certain clearances. A high-level committee had already been formed to monitor the disposal of applications besides acting as a redressal forum for investors.

    He said Integrated Farming Scheme would promote mixed farming to increase farm productivity and farmers’ income.

    The Governor also said that the ‘Shelter Funds’ instituted by the state to provide housing to the urban poor would get a boost following a proposed legislation to be adopted in the current session of the Assembly to facilitate the levy of shelter charges.

    “The Town and Country Planning Act, 1971, would be suitably amended to provide statutory backing for the issue of ‘Transferable Development Rights (TDR)’ to appropriately compensate those who give up their land for urban development projects. A secondary for TDRs will also be developed through an appropriate mechanism,” he added.

    While he pressed the Centre to accord early approval for phase II of Chennai Metro Rail project, Purohit thanked the Centre for funding the state towards its mission to create slum-free cities and hut-free villages.

    Purohit said that the state would form a committee to examine the pay revision effected following the recommendations of the pay panel 2017 at an additional cost of Rs 14,719 crore per annum to the exchequer. Recalling his district tours, the Governor observed that the state was faring better in Swachh Bharat Mission.

    House will be in session till Friday

    The Assembly’s first session this year, which began with the note of the Governor’s customary address on Monday, would continue till Friday.
    The Business Advisory Committee meeting was chaired by Speaker P Dhanapal.
    Speaking to reporters, Dhanapal said the session will begin at 10 am as usual and the House will condole the death of former legislators on Tuesday. “A resolution condoling the fishermen, who had lost their lives to Cyclone Ockhi will be passed. The House will then take up the debate on the Governor’s address,” he said.
    “On Friday, the first supplementary estimates for 2017 - 2018 would be tabled and it would be voted upon without any debate and the Finance Bill related to it would be introduced in the Assembly and adopted,” he said.
