Tiruchy Collector summoned in harassment case

Taking strong exception to a widow being harassed for providing her a job on compassionate grounds, the Madras High Court, on Wednesday, directed the Tiruchy district Collector to appear before it on October 23 to explain why action should not be taken against him for non-compliance of the order passed by the court earlier.

Justice T Raja while summoning the Collector, said, “It is not known how the district Collector, Tiruchirapalli, can drive a widow from pillar to post, when her husband died while he was in service way back on July 17, 2011, more particularly, when the petitioner is having the requisite qualifications viz, Plus two with a pass in lower grade typewriting both in English and Tamil.”

As per the case, the petitioner had made an application on November 21, 2011 seeking compassionate appointment following the death of her husband, who was serving as a noon-meal organiser at Kozhukattaikudi Panchayat Elementary School in Tiruchirapalli district.

Following lack of response, she approached the court in 2015 seeking a direction to the district administration to consider her application. On hearing her plea, the High Court directed the district authorities to consider her application for employment assistance on compassionate ground on merits and pass appropriate orders in accordance with law. But, the Block Development Officer, Manikandam, after a long delay of a year and a half issued a letter on December 14, 2016, asking the petitioner to produce the documents viz, no objection certificate from her daughter, conduct certificate, community certificate, residence and income certificates.

However, despite all certificates being furnished to the BDO, the lack of an order till date prompted her to move the court yet again seeking for a similar direction of granting compassionate appointment.
