    NCTE slammed over recognition for TTIs

    The High Court, on Wednesday, slammed the National Council for Teacher Education (NCTE) for giving recognition mindlessly for the start of teacher training institutes (TTIs) without ascertaining the prevailing demand for teaching graduates.

    Justice N Kirubakaran, while dealing with an educational trust that churns out 1,200 teachers every year, said, “It is not understandable as to how the NCTE, without any application of mind and without conducting a survey regarding the demand for teacher training graduates, could grant such a recognition.”

    “Merely because some institutions fulfilled certain norms as per law, it does not mean that the NCTE could grant recognition. Unless, the necessity to have more teacher training graduate arises, giving recognition mindlessly would affect the society,” he said. 

    He added, “If the teacher training graduates are manufactured by these institutions, without any employment opportunity, that will create more problem to the society, like increase in crime.” 

    Based on this, Justice Kirubakaran also sought the NCET to furnish details regarding the number of teacher training institutions that are functioning in the country (state wise and Union Territory wise details), the number of teacher training graduates that had passed out every year during the past 10 years and the employment opportunity available for teacher training graduates as on date. 

    Also, the judge on seeking details about any ceiling, on the number of teacher training institutions in each state and whether the court can direct NCET to close some of the institutions, which are unnecessary or which are over and above the requirement, sought the counsel taking notice on behalf of NCET to file the counter affidavit and details by October 23, failing which the Regional Director, NCTE, shall appear before the court.
