Improper implementation of Act for differently abled flayed
The state and central governments are not properly implementing the recently passed Act for differently abled persons, said members of National Platform for the Rights of the Disabled (NPRD), here, on Thursday.
Chennai
At a press meet, Jansi Rani, president of NPRD, said that the second conference of NPRD would be held at Virudhunagar on September 16 and 17. It would review the activities of NPRD and its various affiliates in different states in the last four years.
Speaking about the problems of the differently abled people, Jansi Rani said that Rights to Persons with Disabilities Act was passed in 2016 and it was an advance upon the Persons with Disabilities Act of 1995. One of the most important feature of the new Act is to make disability card issued in one state valid throughout the country and also penal provisions for non-compliance which was not found in the previous Acts.
However, like any other legislation, governments are attempting to circumvent the implementation of the Act by framing rules in a shoddy manner. Rules have not been framed for many crucial chapters of the Act. In Tamil Nadu, the pension given for different y-abled persons is just Rs.1,500, but in Andhra Pradesh, pension for differently abled persons is Rs 3,000. The Tamil Nadu government is adopting more stringent rules on their pensions and the rules are aimed at their exclusion from the beneficiary list rather than providing benefits for them.
