Despite World Bank funds, PWD failed to shore up lakes

Reliable sources said that the government with the help of the World Bank had allotted Rs 745 crores to take up renovation works in 111 reservoirs across the state in 2012. The World Bank had also assured to refund the same after inspecting the works carried out by PWD officials. In Chennai region alone, Poondi, Cholavaram, Chembarambakkam, RedHills and Veeranam lakes were included in the project. 

However, the PWD officials had been sluggish and did not improve any of these lakes. They have been very slow on carrying out works like strengthening of bunds, deepening lakes and desilting. “Also, some of the works, which had already begun are in shambles. As officials from the World Bank are now coming over to monitor the works, officials are preparing a blueprint with inaccurate data. At present, the state government has allotted funds.

“If the World Bank officials are not satisfied with the ongoing work, funds will not be reimbursed,” he explained. When contacted, a senior PWD official strongly denied the allegation. “Since this is a big project, we have to be cautious and works are in full swing. All the works will be completed by end of 2018,” he said. 

“Since lakes were filled with rainwater, there was a delay. Since, all the lakes are dry now, they have commenced work,” added the official. Meanwhile, water managers have stressed that works should be up taken without delay. “We already learnt hard lessons about water storage and water scarcity. The officials should utilise the amount properly and it will pave the way for lakes with surplus water in the coming days,” said A Veerapan, former special chief engineer, Chennai region PWD.
