Shadow cabinet to hover over Delhi government
A group of citizens have come together to monitor the Delhi government’s performance and keep a tab on the real issues faced by the people

The group, ‘Chhaya Mantri Mandal’ (Shadow cabinet), will act as responsible opposition. Dr Kapil Kakar, founder member of CMM said, “Through media, we will apprise the public about the performance and lapses of the government.’’
“The Chhaya Mantri Mandal will sustain itself with funds collected from the public and people with required credentials are flocking to be a part of it,’’ he said. “People approaching from different strata of life, unions and social activists wanting to have a say are contributing to the success of the group,” the founder said.
“Chhaya Mantri Mandal does not have a legal sanctity and the citizens have come together to fill this gap on their own accord,’’ Kakar informed. Formed just a month ago, CMM’s objective is to bridge the gap between the tall promises made and actually delivered by various governments by constantly monitoring and collaborating with every minister in a state government.
Accountability, listening to the citizens, probing, providing suggestion and working with government on their manifesto’s and promises are some of its mission.
As the name suggests, the ministers appointed under it will be called ‘shadow ministers’ and a shadow minister will have under him at least six more people looking after each portfolio.
Therefore, for Delhi there will roughly be five committees and each committee would have 5-8 people depending on the minister’s portfolio. Shadow minister’s committee will consist of people, who specialises in their respective portfolios they are given.
