    Pedestrian crossing near Tirumangalam KV ordered

    The Madras High Court has directed the Commissioner, Greater Chennai Corporation, to provide Controlled Pedestrian Crossing, with a signal at the place opposite Kendriya Vidyalaya School, GPRA Campus, Tirumangalam, until a foot over bridge is constructed in the area.

    Disposing a plea moved by E Ranganayaki, Advocate, seeking to depute traffic police to regulate traffic and to construct a foot over bridge near the school, within a time frame, the division bench comprising Justice S Manikumar and Justice Subramonium Prasad, also directed the Joint Commissioner of Police (Traffic), to provide adequate number of Police personnel, to ensure free flow of traffic, in the service road measuring eight meters width, adjoining the inner link road and also ensure safety of the children.


    The petitioner had submitted that earlier there was a pedestrian crossing just opposite to the School campus was used by the children to cross the road, in the morning and in the evening. But after the construction of a flyover, two sides of the road have been barricaded at the median forcing the children run to cross the road by either jumping over or squeezing through the centre median to reach other side of the road.


    Moreover, since the pedestrian crossing has been closed, people are coming on the wrong side to drop the children or pick up their children which is resulting in further chaos, she said.


    However, the bench on summoning authorities related to constructing a foot over bridge recorded the submission of V Saravana Selvam, Divisional Engineer, Highways Construction and Maintenance, City Roads, Saidapet, and S Ramalingam, Deputy Director – IV, Highways Research Station, Chennai that Controlled Pedestrian Crossing with a signal, at length of 125 meters from the flyover is possible and that it should be made only as an interim arrangement, till the construction of the foot over bridge is completed.


    The bench also recorded the submission of Government advocate Akhil Akbar Ali on instructions from the Assistant Commissioner of Police (Traffic), that installation and provision of signal would be completed, within four weeks, by floating a tender and finalisationthereof.
