According to B Manoharan, then an SSI in city, he received a call from his brother Shankar on July 18, 2016, informing him that he was injured in an accident while riding a bike with his friend Subramani, at Ramapuram.
Manoharan asked him to inform the police control room and reached Bharathi Salai in Ramapuram around 11 pm. When he saw Shankar and Subramani taken on a police jeep, he sought the personnel the reason for this. Then, inspector Chandru of R-9 Valasaravakkam threatened him and asked the police to take him, too.

When he told them he was also a policeman, he was allowed to come on his bike to the station. After reaching there, Chandru hit Manoharan repeatedly on his face. The inspector dragged him by his collar to the first floor and locked him inside the room after snatching his mobile phone. He also threatened the SSI that he would book a case and send a report recommending his suspension.

Finally, after three hours, Manoharan and Shankar were allowed to leave the station.

Considering the evidence, the commission observed that inspector Chandru interfered though the accident did not take place in his jurisdiction. Also, accident cases come under the traffic investigation wing, the commission noted. Following this, SHRC member D Jayachandran recommended the government to pay Rs 25,000 and recover the amount from the inspector.
