Registration dept tells banks to accept QR-coded ECs
The customers of private and nationalised banks can soon submit QR code enabled encumbrance certificates for their transactions, as the State Level Bankers’ Committee (SLBC) advised the member banks to accept digitalised encumbrance certificates (EC) and other certified copies (CC) issued by the Registration Department.

In a letter to J Kumaragurubaran, inspector general of registration, dated December 28, B Uma Maheswari, convenor of SLBC (Tamil Nadu) said, “As the relevant sections to the registration rules have been suitably amended, the said digitalised certificates (EC and CC) that are issued by the sub-registrars will have legal authenticity and shall be accepted in any forum. The certificates issued by the sub-registrars without a handwritten signature, but with QR code and digital signature, are well within the acts and rules.”
According to the letter,the member banks of the SLBC would sensitise their branches to accept the QR coded and digitally signed EC and CC which can be verified by the concerned officials for its genuineness. “The branches would also help applicants and customers to make use of the service,” Uma Maheswari said.
On December 10, Chief Minister Edappadi K Palaniswami inaugurated the new facility to download EC and CC by scanning QR code through the Internet. “The initiative is a part of Star 2.0 online registration process and the public can apply for the EC from home and get the QR code. When scanning the QR code, the applicant will get encumbrance certificates from the server. Applicants need not visit sub-registrar offices,” a registration official said.
