Cop-lawyer nexus: DCP gets summons
Taking a serious view that the police had not acted on a complaint revealing a cognisable offence and the nexus between the advocates and the police, the Madras High Court has directed the Deputy Commissioner of Police, MS Muthuswamy to appear before it in person on August 6 (Monday).

The division bench comprising Justice N Kirubakaran and Justice Krishnan Ramasamy summoned the officer based on a plea moved by G Natarajan father of an advocate by name Guruprasadh regarding unauthorised construction being carried out by his neighbour G Rajendran.
The petitioner alleged that immediately after the complaint was lodged, Rajendran’s wife had trespassed into the house with rowdy elements under the guise of advocates and assaulted the women family members. A complaint to the respective police had failed to elicit any action.
The bench after hearing the petitioner’s counsel took strong exception to the Pallikaranai inspector Sivakumar failing to register a FIR despite cognisable offences being made out, said, “Though the video clippings showing the attack on the women were submitted to the inspector, he refused to receive the same. In the video it was recorded that one Selvakumar and associates alleged to be advocates involved in the attack including the car number was submitted. But the Police did not take any steps to apprehend the accused.”
Also, recalling the earlier writ petition filed in this regard, wherein based on the High Court direction, the Commissioner of Police had handed over the case to the Deputy Commissioner of Police MS Muthuswamy. But the deputy Commissioner filed a report stating that it is a civil dispute and hence it must be decided by the civil court.
Based on this reply, the bench directed the DCP to be present before the court.
