DVAC case details showed that P Ravichandran, assistant sub-registrar, who is in-charge sub-registrar at Kodambakkam had registered a settlement deed by violating government rules. Also, the accused officer owns a property at Golden Nagar Colony in Anna Nagar worth Rs 3 crore.

Despite being informed about the details of government land in his jurisdiction, Ravichandran registered three deeds for a government land in Choolaimedu in October 2016 in favour of three persons, which caused loss to the government while the purchasers, Vijaya, K Narayanan and J Mahdavi had gained from it.

The IG of registration had issued a circular in 2012 that if no party has produces any patta to prove his ownership of the property, the registering officer should return the document with check slip and if a patta is produced, then he should keep it pending for ascertaining its authenticity. A case has been registered against Ravichandran under various sections of IPC and under provisions of prevention of corruption act.
