    Poromboke land encroached, 2 retired officials booked

    A former district registrar and sub-registrar are now facing a DVAC probe after they allegedly ‘converted’ a part of a lake poromboke into a grama natham land illegally seven years ago and allowed encroachment of 3200 sq ft in Nanganallur by private parties.

    The registration of the same land was stopped by the previous sub-registrar in 2005. An FIR registered by the DVAC recently charged former district registrar AP Raju and former sub-registrar A Chandrasekharan with criminal misconduct and abusing official positions. The case has been booked under the IPC section for criminal conspiracy and provisions of Prevention of Corruption Act. The value of the land located on Anna Salai at Karunanidhi Nagar in Nanganallur, at present is around Rs 1.25 crore. 

    The DVAC, in its FIR, said that for executing the deed and releasing it in favour of one N Subramanian, Chandrasekharan, the then SRO of Alandur in July 2010 added the word ‘grama natha’ in the document. “From the deed document it is ascertained that a word in hand written as ‘grama natham’ was inserted before the survey number. The same deed was not executed in 2005 by the former sub registrar Arulmani as he found the particular survey number was described as poromboke. But in the document registered in 2010 showed the land as grama natham,” said the FIR.

    The DVAC noted that both the former revenue officials had illegally released the documents in violation of instruction issued by the IG -Registration that asked registrar Raju to instruct Chandrasekharan to take action as per registration act and prevailing proceedings. But, Raju instructed sub registrar to register the said documents and release it immediately through his letter dated 30 July 2010, the FIR further said.

    What is grama natham? 

    Unlike porombokke, it is not a property of the government and the title cannot be transferred back to the govt. Grama natham is defined as a land upon which houses can be built in a village. The terminology grama natham was brought into existence in order to stress that the land could be used as house sites where the owner of the land could build houses. Porombokke land is a govt property which is not assessed by revenue dept.
