NCPCR tells state to act on Ambattur child care home

The National Commission for Protection of Child Rights (NCPCR) has sought the Chief Secretary to take necessary action on a complaint against Balagurukulam, a child care institute in Ambattur, of trafficking and abusing children in the name of charity and that the funds transferred by the donors are not being used for the welfare of the children.

The direction is based on a complaint lodged by Change India Centre for Child Protection that Balagurukulam, which has been functioning since 2000, is neither registered under the Juvenile Justice Act, 2000, nor under the newly enacted JJ Act.

The fact-finding report and various secondary sources give credence to “Illegal procurement and confinement of children, missing children, likely possibility of trafficking, systematic abuse and neglect of children, high possibility of sexual abuse, lack of meaningful education, forced child labour, false claim on the number of children with an eye on foreign donors and financial malpractices,” the complaint said.
