The First Bench comprising Chief Justice Sanjay Kishan Kaul and Justice M Sundar before whom the impleading petition moved by Change India, an NGO, had come up directed the above authorities to file counters and posted the matter for further hearing to February 21, 2017.

Change India represented by its director A Narayanan, who had already filed a PIL to close all the 746 un recognised schools, said the above Narayana Group of Schools have established almost 14 schools in and around Chennai within a year.

He further submitted that the school even admitted the students while the construction was progressing in some of the places. He also noted that the field visit report received by the Social workers revealed that the Naryana Group had made false claims through huge advertisements in papers about infrastructure facilities. Moreover, out of 14 Schools only two have received provisional affiliation and all other branches neither have CBSE affiliation nor any recognition from the State Government, he said.

Stating that there is no minimum area, playground and other statutory requirements, the petitioner alleged that there is collusion between the officials and the school management.
