    e-Postal Ballot to debut in Nellithope by-poll

    The Electronic Transmitted Postal Ballot for service voters will make its debut on a pilot basis in the Nellithope Assembly Constituency by-elections in Puducherry to be held on November 19.

    The Union Territory’s Chief Minister Narayanasamy is seeking to get elected to the Assembly through the by-poll. Service voters have option of casting votes through proxy or postal ballot. Currently, physical ballot papers are sent to them and are received back through post. 

    This, at times is proving time consuming. Keeping this limitation in mind, the EC has entrusted Centre for Development of Advanced Computing (C-DAC), to undertake development of one-way postal ballot delivery through electronic medium, said a release. C-DAC has developed the Electronic Transmitted Postal Ballot delivery system, wherein, the service voters will be receiving the downloadable postal ballot through two-layer secure electronic medium i.e. secured ‘One Time Password (OTP)’ for downloading the encrypted files sent through mobile/e-mail and the system generated unique “Personal Identification Number (PIN) for decrypting and printing each and every single postal ballot to the individual service voter/ authorised person. The votes from service voters would be received by the returning officers through post. Earlier, necessary notification to deploy the system has been made on October 21, this year.
