Did UPA govt build just one AIIMS during tenure?

A viral infographic claims only one AIIMS was developed when Manmohan Singh was in power while PM Modi has established 15 AIIMS in the last seven years.

Alt News found that six AIIMS that the Vajpayee government was being credited for in the viral list were established under the Congress government. The 15 other AIIMS were announced by the BJP government but they are either partly functional or under-construction.
