The complaints include corruption allegations into the recruitment process, promotions using forged certificates, appointment of an additional registrar without syndicate approval, Surappa mailing wrong information to the AICTE that the final students passed when exams were not even held, and the VC appointing his daughter by allegedly misusing his powers.

A GO stated that the retired judge will enquire into the functioning of the varsity and whether all its activities conform to the University Act, 1978, besides the complaints against Surappa. The investigation officer will also probe into the appointments and other recruitments made in the academic as well as administrative side of the university during the tenure of the VC.

The order further said that judge will also investigate into the amounts received by the university during the tenure of Surappa in the form of fees, assistance, donations, and also the amounts paid out by the institution under any head. Other enquiries include investigation into the contracts and agreements entered into by the university with any person or firms, lapse or abuse of official position on the part of any persons connected with the university during Surappa’s tenure. The enquiry officer will submit a report in three months.

Meanwhile, Surappa denied all the allegations and said he was ready to cooperate in the investigation. “All the measures taken for the university were within the law and there has been no violation,” he said.
