Pvt colleges will be informed not to rent campus for commercial purpose, HC told
In response to a suo motu public interest litigation taken to prevent private educational institutions from renting out their premises for non-educational activities with the motive of making money exploiting the concessions offered to it in payment of electricity charges and property taxes, the Madras High Court was informed on Wednesday that a circular in this regard would soon be issued to all private colleges in the State.

The submission was made before a division bench comprising Justice M Sathyanarayanan and Justice R Hemalatha who had suo motu taken the plea based on a reference made by Justice N Kirubakaran in this regard in 2016.
The plea moved by S Sujitha, claiming to be a journalist. had sought to prevent South Indian Artistes Association (Nadigar Sangam), from conducting its Annual General Body meeting at the Loyola College auditorium in Nungambakkam. Then Justice Kirubakaran had refused to entertain the case doubting the Bonafide of the petitioner. However, based on the larger issue of educational institutions renting their premises for commercial purposes, he wanted the issue to be taken by the court as a PIL and guidelines framed.
Though the reference was made three years ago, the Registry had put up a note before Chief Justice A P Sahi only recently. After being convinced with reasons assigned for the delay, he referred the issue to the PIL committee resulting in being taken as a suo motu PIL.
On Wednesday, the bench led by Justice Sathyanarayanan on recording the submission that a circular restraining commercial use of educational institutions has already been sent to Government Colleges and that it would soon be sent to private colleges as well, adjourned the case to further hearing to April 9.
The bench also directed Tangedco, which was roped suo motu in the case and Loyola college to file their reply.
‘Consider plea against Tambaram-Selaiyur sub-registrar office in waterway’
The Madras High Court has directed Tahsildar, Tambaram to consider and dispose of a representation which sought for a direction to stall the plan of shifting the Sub Registrar Office building of Tambaram and Selaiyur by encroaching a waterway in Rajakipakkam. A division bench comprising Justice M Sathyanarayanan and Justice R Hemalatha on noting that the petitioner had prayed for a larger relief directed the authorities to dispose the plea on merits and in accordance with law after putting on notice the persons concerned within eight weeks. The petitioner A Mohanraj, a resident of Selaiyur, submitted that place where the new sub-registrar’s office is planned is classified as a waterbody and as per the sketch pertains to Rajakilpakkam, Tambaram Taluk, Kancheepuram District. He further noted that that the construction of the superstructures which is going to house the above said two Sub Registrars offices, would also block the water way and there are very many encroachments in the vicinity of the waterway. But a detailed representation to the authorities in this regard on January 9 had failed to evoke any response and hence had to approach this Court by filing the present writ petition, he said.
