Registrar directed to be present in court

The Madras High Court on Monday directed the Registrar, Commercial Tax and HR and CE Department to be present on Thursday for assisting the Court in connection with a PIL seeking to quash the Government order regards postings and transfer of registrars of the Registration Department.

The Division Bench comprising Justice M. Sathyanarayanan and Justice R. Hemalatha issued the direction based on a PIL from Karuppu Ezhuthu Kazhagam.


The petitioner had submitted that among other illegalities, several sub registrars involved in corruption worth Lakhs and crores were allowed to retire without any action against them.


Citing the case of one Vasanthakumar who as Sub Registrar had 17 charges framed against him was allowed to retire without any enquiry, the petitioner further alleged that another sub registrar who incurred a loss of Rs. 8 Crores to the exchequer was also permitted to retire without any enquiry.


Also, referring to a surprise check up by the DVAC officials in the Sub-Registrar Office, Villivakkam, the petitioner submitted that a regular case against one K. Gopalakrishan was directed to be registered. But he was transferred and posted as District Registrar (Administration), Chengalpattu.


Alleging further that the transfers made against the Government order on July 05, 2019 was only to encourage bribery, the petitioner sought to quash the transfer orders by which several officials were transferred and posted in different places of the Registration Department.
