7th Central Pay Commission to be implemented with immediate effect in TN
The Tamil Nadu government has decided to implement the 7th Central Pay Commission, notified by the All India Council for Technical Education (AICTE), that will extend to all the teachers and other academic staff in diploma level government and government aided polytechnic and engineering colleges in the State with immediate effect.

A senior official from the Directorate of Technical Education (DoTE) told DT Next on Tuesday that the revised pay scales will take notional effect from January 1, 2016 and with monetary benefit from October, 2017.
Further, the official said all other service conditions, including qualifications, experience, recruitment, promotions and others, will come into force with effect from the date of the gazette notification of the AICTE.
Stating that more than 50,000 teaching staff, both from polytechnic and engineering colleges, will be benefited by the pay hike, the official said every college will ensure that the selection process for direct recruitment for various positions is carried out annually so as to maintain the required faculty numbers and cadre ratio as per AICTE norms and ensure that no loss is faced by students. According to the DoTE official, in addition to the pay hike, all faculty members will be given a grant of up to Rs 25,000 per year on reimbursement basis, which may be permitted to be accumulated up to three years towards acquiring the membership of professional societies and for participating in national, international conferences and workshops.
Also, to encourage interface between technical education and industry, the faculty members in technical institutions will be entitled to a sabbatical leave of six months for working in industry and professional development, subject to the condition that the faculty has a teaching experience of minimum five years, the official said. “Such leave, however, shall be available to a teacher only twice in his or her teaching career,” the official added.
Further, the official said five non-compounded advance increments will be admissible at the entry level of a recruitee as a lecturer possessing a degree of PhD awarded in a relevant discipline by the recognised university following the due process of admission test, course work and external evaluation as prescribed by the UGC.
The official also said that experience at degree level institutions shall be considered equivalent to experience in the diploma level institutions at appropriate level as applicable, provided the scale of pay, qualifications, experience and research contributions are same for the post under consideration as per the present AICTE notification. “Every teacher appointed or promoted to any position here onwards with effect from the publication of this gazette will have to mandatorily undergo 8 online modules as per the AICTE teacher training policy, preferably within the first year of service,” the official added.
