Prabakar, a 1989 batch IAS officer and hailing from Virudhunagar, has held the post of Secretary of various key departments, including the post of Principal Secretary-IV to former Chief Minister M Karunanidhi. When the AIADMK government was formed for the second consecutive term in 2016, he was appointed as Secretary of PWD and the Highways Department.

Sources at the Secretariat said that there was a close race between various top Secretaries for the post of Home Secretary. But since the post is crucial, Chief Minister Edappadi K Palaniswami has chosen one of his confidantes for the post. Prabakar was close to the Chief Minister since he was looking after the Highways Department, for which the Chief Minister is the in-charge, and he was handpicked to be the Home Secretary though there were many seniors ahead of Prabakar, said sources.

However, the state has not appointed the Secretary for Highways Department and the order is expected tobe released in a day or two.
