“At present, the rank list of Civil Service examination is prepared based on the cumulative marks obtained in the main examination and interview, but now the Centre is trying to add the marks obtained in foundation course along with the cumulative marks. By trying to add the marks of the foundation course the Centre is trying to eliminate meritorious students,” said Ramadoss, in a statement.

He also said that top bureaucrats, including IAS, IPS and IFS officials are recruited through Civil Services examination. After the preliminary examination is completed, main examination is conducted for 1,750 marks and interview is for 275 marks.

The final selection in the Civil Services examination is made by combining the marks obtained in main examination and interview and candidates are ranked based on the two marks. Top rankers get IAS, IPS and IFS and others are allotted Group A services and after their selection, a foundation course is conducted for 15 months.

Till this year, the marks obtained in the foundation course will not influence the ranking but now the Union government is trying to introduce changes by adding the marks obtained in foundation course to the overall rank list, said Ramadoss.

He further said that in the foundation course the marks are given on subjective basis whereas in civil services examination the marks are given on objective basis and so the subjective marks will influence the rank list where undeserving candidates will become top bureaucrats of the country, he opined.
