HC tells state to submit original file on barrage works
The Madras High Court has directed the state government to produce the original file, pertaining to a Government Order issued by Public Works (Q2) Department (PWD) on November 2, 2018, which relates to the construction of a barrage across the Kollidam River with head sluices at the downstream of the Lower Anicut, near Adhanur and Kumaramangalam villages in Cuddalore and Nagapattinam districts at an estimated cost of Rs 400 crore.

A division bench comprising Justice S Manikumar and Justice S Subramonium Prasad before whom a couple of pleas relating to Kollidam River came up, sought for the original file after recording the government submission that work has started and the construction of the barrage would be completed in March 2021.
The bench, thereafter, also directed the state government to file an affidavit regards the plea moved by the petitioners. One of it moved in 2017 had sought for a direction to the PWD to construct the bed dam in the Kollidam River to prevent the intrusion of salt water into the river and thereby into the lands of the villages situated on either side of Kollidam River in Nagapattinam district and Cuddalore district.
Another plea had sought for a direction to construct a check dam on Kollidam River between Kumaramangalam in Nagapattinam district and Adhanur in Cuddalore district to dam up six TMC water and further increase the ground water level based on the announcement of former chief minister J Jayalalithaa under Rule 110 of the Tamil Nadu Assembly Rules.
New regulator to be ready by March 2021: PWD secy
The PWD Principal Secretary SK Prabakar, who inspected the upcoming new regulator across the Kollidam in Mukkombu upper anicut here on Tuesday, said that the regulator which has been under construction with the diaphragm wall technology would be completed by March 2021.
The construction of a new regulator close to the collapsed structure was taken up at a cost of Rs 387.60 crore.
According to the PWD Principal Secretary Prabakar, the new regulator which has a length of 630 metre has as many as 448 piles and so far 71 have been completed and the remaining 413 are under construction. Each pile has been installed from the depth of 18 metres.
He said that the state government had allotted a fund of Rs 387.60 crore after an expert committee scrutiny and has been established from 75 metre distance from the collapsed structure. There would be as many as 45 vents in the southern part of the regulator, while 10 vents would be set up at the northern side.
Meanwhile, in order to ensure strength of the pillars, as many as eight piles would be built for the inner pillars while 15 piles for the outer pillar would be established. “We have used the diaphragm wall technology to ensure leak free structure and the vehicle service would be allowed over the regulator and all the structure would be completed by March 2021,” Prabakar said.
In the meantime, the temporary strengthening works of the collapsed regulator has been undertaken to the tune of Rs 38.85 crore. “To a length of 210 metre collapsed in last year’s flood and the works to strengthen the structure would be completed by August 20 this year. The old structure would be retained until the new regulator is opened,” Prabakar said. Collector S Sivarasu and PWD officials accompanied him.
