A division bench comprising Justice S Manikumar and Justice Subramonium Prasad disposed the plea after recording the submission by the Additional Government Pleader E Manoharan that the quarrying permitted has been completed and therefore nothing survives in the writ petition.

The bench also recorded the communication by PWD regards the mining closure plan for Pattu Bullock Cart Sand Quarry Pernampet Taluk that 46514 Cubic metre of sand out of 48,600 Cubic metre had been quarried and hence the sand quarry was completely closed on January 9, 2019. The communication also claimed that the natural slope of river is maintained without any low-level area in the mined area.

The petitioner R Ramesh had sought for a direction to the authorities to consider has representation and direct the District Collector to cancel the permission given by him to the PWD for mining river sand as it is being done in violation of the terms and condition in 5.76 hectare in Pattu Village in Pernampattu Taluk.
