    Can’t act on Guv or Speakers’ non-poll acts: CEO

    On a day of hectic developments regarding the powers of the Lt Governor and Speaker, when asked that whether the action of Assembly Speaker P Dhanapal serving notice to three AIADMK MLAs will come under violation as the model code of conduct was in force, Chief Electoral Officer Satybrata Sahoo said that the office of Governor and Assembly Speaker has Constitutional powers.

    Speaking to reporters on Tuesday, he said, the non-poll related actions by those in the constitutional post will not be covered under the model code of conduct, but if there are specific complaints involving the Speaker related to elections, then the same will be forwarded to Election Commission for further action.

    Elaborating on the bypoll front details, he said that the poll officials rejected 104 nominations of the total 256 applications filed by aspirants in the four vacant assembly constituencies due for polling on May 19.

    According to the statement issued by the CEO’s office, the maximum rejection of forms came from Sulur Assembly constituency with 39 forms being rejected.

    For Aravakurichi, Tiruparankundram and Ottapiduram, the poll officials rejected 23, 19 and 23 applications respectively. Last day for withdrawal of nominations on May 2 and the final list of candidates will be released on the same day, Sahoo said.

    Regarding cash seizures and election arrangements, the CEO said so far Rs 142.40 crore had been seized and the seizures by the flying squads and static surveillance teams will continue till the poll process is completed. To review the security during the counting on May 23, a meeting of all the district Collectors will be held on Thursday.

    Security personnel will be deployed as per the demand raised by the district election officer. There are 1,128 polling stations and at least 50 per cent of them will be covered under CCTV and webcasting coverage. In the case of urban areas, live webcasting will be done and in case of rural areas videographers and micro observers will be dispatched, Sahoo added.
