DTCP to train officers in plot regularisation

Amid reports of violation of rules and norms while regularising plots under the regularisation of unapproved plots and layout scheme, the Directorate of Town and Country Planning (DTCP) has decided to conduct training sessions for field officials.

According to an order issued by the Commissioner of town and country planning Rajesh Lakhoni, the training sessions would be conducted from April 23 to April 26.

“During an inspection conducted by higher officials in Vellore field office, it was found that the officials violated the rules and norms of the scheme while granting sold-out plot framework and in-principal clearance. Following this, training sessions have been planned,” a DTCP source said.

The order also points out that the normal building plan and layout approval have many flaws and could not stand scrutiny. It may be noted that the DTCP had recently delegated powers to local field officers to clear layouts of unsold plots extending below 1 lakh sqft.

As per the order, during the training sessions, which are to be held at the head office in Chennai, the officials from each field offices would be trained, so that they could train other staff in their respective offices.

Even though the amnesty scheme ended in November 2018, the State Government had extended the scheme without any time limit. However, individual plot owners, whose plots are located in the layouts that have received in-principal approvals or applied for the in-principal approvals before November 3, should pay regularisation charges fixed by the government.

Presently, the DTCP is processing the applications received from layout promoters seeking in-principal approvals before the deadline.
