Kiran Bedi clarifies on test for officials
Lieutenant Governor Kiran Bedi on Sunday said people should know that Puducherry does not have an administrative training institute, though a decision was taken in 2013 to have one.

Reacting to the CM’s objection to hold a test to improve the administrative efficiency of officers, Bedi in a statement said that an effort was made in 2016 as well but was opposed.
“Due to lack of regular and mid-career training, the officers lack updated knowledge on rules, regulations and procedures. L-G’s secretariat has consistently advised secretaries to government and heads of department to arrange for regular training to the staff and officers,” she said.
“This is being carried out by all departments. However, there is a huge backlog. Foundation, regular, periodical and refresher training is an integral part of all public services. Thankfully, the feedback from officers who went through a test based on self-study is very positive. They have stated that they have felt more confident. This underscores the need for sustained efforts,” Bedi said, adding that the L-G, as administrator, is fully competent to make sure that such training programme are carried out properly as per legal provisions.
Instead of criticising her office, the CM should be grateful that officers are getting trained for delivery of better public services, Bedi added.
