TN schools violate GO, issue transfer certificates to over 28k Class 11 students
More than 28,000 Class 11 students in Tamil Nadu, who could not clear the board exams last year, have been issued transfer certificates (TC) by schools.

Despite a government order, which clearly states that unsuccessful candidates who appeared for exams could continue with Class 12 studies, it seems several educational institutions have ignored it.
Accordingly, students failing in one or more subjects in Class 11 can proceed to Class 12 and will be allowed to re-appear for those subjects in June/July or along with the Class 12 exams. This is similar to the “arrears” system in colleges.
The government has clearly instructed all higher secondary schools across the State that the management of the institutions should upload the student’s details of Class 11 and 12 periodically, including information pertaining to examination performance for monitoring purpose.
The Director of Government Examinations (DGE) D Vasundhara Devi on Friday said that as per the data available, a total of 28,167 Class 11 students were given TC from various schools. “Though the government made it very clear that even if students from Class 11 failed in a few subjects he/she should be allowed to continue with Class 12, schools have not implemented it,” she said.
Pointing out that students, especially those having practical subjects, who were given TC, would find it difficult to re-write the exams due to various logistics issues, she added, “This is the reason schools were instructed to make such students continue with the Class 12 curriculum.” At present, students of Classes 10, 11 and 12 appear for public exams. Further, the 1,200 marks for Class 12 will be split. Students will write for 600 marks in Class 11 and another 600 the next year and will be provided with a consolidated mark sheet after the Class 12 exams. The public exam duration has been brought down from three hours to two-and-a-half hours.
