    Retired teachers can be reappointed: GO

    The state government in a recent Government Order (GO) proposed that teachers working in superannuation period can be reappointed if they meet the eligibility criteria.

    “For the benefit of the students, teachers who retire can be re-appointed if they are eligible and healthy to continue in the job,” read the GO.


    According to the Director of School Education Department, teachers in superannuation period are not loaded with the same work as they were before their retirement. Due to this, students may not benefit. To ensure that students are not affected in the middle of an academic year, government had decided to reappoint these teachers. Also, the reappointed teachers would get a salary that they received before retirement. However, the government had laid several restrictions for issuing the appointment order for superannuation teachers. One of the restrictions was, if there are excess teachers in the school the reappointment order should not be issued.


    Identifying excessteachers in schools


    The task of identifying these excess teachers, based on student-teacher ratio, should be carried out by the concerned education department. For instance, excess teachers in Higher Secondary classes should be identified by the Chief Education Officer; for High Schools, the District Education Officers should take responsibility of the same and for elementary schools the task should be carried out by the District Elementary Education Officer, the GO stated.


    The task of identifying excess teachers should be done before September 30 and a report should be submitted to the Director of School Education Department by October 31 every year.


    According to the GO, if excess teachers are found working in a government school, they should be transferred to a school that faces a shortage and in case of government aided schools the excess teachers should be sent to other schools in two months. If a government aided school refuses to transfer its excess teachers to other schools, steps would be taken to stop government aid for that school, read the GO.


    The GO will come into force from 2019-20.
