    Direct procurement centres linked electronically to streamline procurement

    Responding to complaints about direct procurement centres (DPCs) in the delta districts procuring paddy from farmers belonging to other districts, the Tamil Nadu Civil Supplies Corporation (TNCSC) has electronically linked all the DPCs with the headquarters to ensure that the crop procured belongs to only the registered farmers.

    The State government has established DPCs in all the districts to help farmers sell their produce at a fixed price without the involvement of middlemen. 

    However, there have been recent complaints about traders  approaching farmers at their fields and buying the paddy at a lower price, before selling it at a higher amount as fixed by the government. 

    “This has resulted in local farmers finding it difficult to avail the service of the DPCs,” a TNCSC official told DT Next. 

    Thus, in an initiative to streamline the procurement process, e-machines have been distributed to DPCs in Thanjavur, Tiruvarur and Nagapattinam districts. 

    Details of farmers like their cultivation area, bank account details and mobile number are available on the hand-held device, which is linked to a server at the TNCSC headquarters in Chennai. 

    “The farmers can only sell the paddy at the particular DPC where their details have been registered. All the transactions will be monitored by officials at the headquarters,” an official said.

    “As soon as their paddy is weighed, the details would be sent to the registered number of a farmer via SMS. This would help avoid procuring paddy belonging to non-registered persons including traders,” he added.

    As part of the first phase, e-machines have been provided to as many as 174 DPCs in Thanjavur district. Tiruvarur (163) and Nagapattinam (175) districts have also been covered under this phase.
