Fill SC and ST shortfall vacancies in 6 months, directs HC

A division bench comprising Justice S. Manikumar and Justice Subramonium Prasad offered the above direction while allowing a writ petition moved in this regard and closed a contempt petition which was moved in 2015 following the government’s failure to adhere to the earlier direction given on July 18, 2014 based on a writ petition moved in 2012.

Noting that the Government order regards vacancies has been issued in 2016, but particulars have been given only in 2018, after two years, the bench directed Tamil Nadu Public Service Commission (TNPSC), Medical Services Recruitment Board (MRB), Teachers Recruitment Board (TRB) and Commissioner, Directorate of Employment and Training, Chennai, to issue appropriate notification in the newspapers, calling for applications from eligible candidates, to fill up SC/ST shortfall vacancies within one month and complete the process as expeditiously as possible, by not later than six months.

The petitioner S Karuppiah had moved the plea seeking to direct the State to implement G.O.Ms.No.46, dated 23 September, 2016, passed by the Adi Dravidar and Tribal Welfare Department to fill up the shortfall vacancies of 1848 before making appointment based on the notification No.23/2017, dated14 November, 2017, issued by TNPSC, to achieve the constitutional goal.

M. Loganathan, counsel appearing for TNPSC submitted that out of 1848 (SC 1234 + SC 614) shortfall vacancies to be filled up through special Recruitment Drive, 105 vacancies have already been notified. The balance shortfall vacancies in SC/ST, to be notified by the recruiting agencies, such as TNPSC, MRB, TRB is 1936.
